those covering system improvements beyond those necessary to serve the development);5) <br /> identified adverse environmental impacts will be mitigated;6)adequate school facilities will be made <br /> available as needed;7) waste management services consistent with the County's waste <br /> management plans will be provided;8) recreational,transportation,and other improvements will be <br /> coordinated and provided in accordance with County timing requirements;9)energy resources will <br /> be conserved and air pollution minimized by means of participation in adopted plans(e.g., CMP, <br /> TDM)and the inclusion of public transit,bicycle,and pedestrian facilities in project design; 10) <br /> transportation improvements,adequate to serve the proposed subdivision,will be constructed;and <br /> 11)programs and actions to ensure protection and preservation of riparian and other habitats, <br /> special status species,and commercial agriculture(i.e. SJCMSCP[or HMP], agricultural buffers, <br /> edge treatments)will be implemented. <br /> Master Plan and Specific Plan I Consistency <br /> As noted in the Staff Report, the proposed subdivision meets both the land use requirements and <br /> the density requirements of the Master Plan and Specific Plan as discussed previously. The <br /> project provides jobs/housing balance of 1.43 jobs per employed resident, at buildout. It should <br /> be noted that with the addition of the buildouts of Specific Plan I, additional residential areas will <br /> be added that would lower the jobs/housing ratio. The ultimate jobs/housing ratio is required to be <br /> .99. The project provides for affordable housing by paying an affordable housing fee and includes <br /> approximately 480 multi-family units which would be affordable to low and moderate income <br /> families, as proposed in the application. The overall development design incorporates the <br /> requirements of the Master Plan and the Specific Plan through its landscaping, edge treatments, <br /> entries and public art which will be provided in the park. <br /> The project will provide for a K-8 school in the center under Lammersville School District, and a <br /> high school will be located to the south of the project in the future. Until the time that the facilities <br /> are built, interim facilities are being funded by the developer. Children will attend school at <br /> Lammersville School , and at the West High School in Tracy. Land for childcare facilities are <br /> being dedicated as part of the school dedication; and as a condition within the Development <br /> Agreement, the developer will take the lead in marketing the property to a childcare provider. <br /> Interim library facilities have been funded as part of the financing program adopted by the CSD. <br /> Police protection will be provided by the Sheriff, as contracted by the CSD. Fire protection will be <br /> provided on the southwest corner of the site on Central Parkway and Mascot Blvd., where an <br /> interim or permanent fire facility will be built, as conditioned. Hazards, such as fuel lines and <br /> asbestos, have been addressed in the Conditions of Approval, and a Fuel Line Relocation Plan <br /> has been submitted as part of the project application. <br /> A neighborhood park of five acres is being dedicated as part of the community center, and as <br /> conditioned. An interim park is being located north of the project on 15 acres, which will ultimately <br /> be relocated to the community park area, northwest of the project in the future. The interim field <br /> will contain sports fields and open play areas. As noted, it is recommended that a mini-park of <br /> one-half acre be provided in the southwest corner of the site for local residents living more than <br /> one-half mile walking or bicycling distance from the park. <br /> Biological mitigations are being implemented through the SJMSCP when adopted, and if it is not <br /> adopted through the Habitat Management Plan that was adopted with the Master Plan. Also, pre- <br /> construction surveys are required as conditions of approval, and the project must meet all State <br /> and Federal laws regarding endangered species and wetlands. The project is required to provide <br /> energy efficient infrastructure, as conditioned by the CSD; and all streets and highways must be <br /> either constructed or payments made for improvements as required in the Master Plan and <br /> Conditions of Approval, and as shown on the Tentative Map. Pedestrian and bicycle paths are <br /> provided throughout the project. Class III bicycle lanes are provided on collector streets and Class <br /> I bicycle provided on arterial streets.
