I THE MEMORANDUM OF UNDERSTANDING HAS BEEN COMPLIED WITH 14. The County of San Joaquin and the County of Alameda entered into a Memorandum of Understanding on August 8, 1993 (San Joaquin Resolution Number A-93-1047) (MOU). Approximately two years ago Alameda County met with the master developer for the Mountain House Project and discussed traffic impacts and mitigation. Since that time there have been numerous meetings between the San Joaquin County staff and the Alameda County staff. More recently the master developer has been included in these meetings. The parties to the MOU have met and conferred, and have exchanged information concerning traffic impacts cause by each county in the other county. To date a resolution has not been achieved; however, the MOU only requires the parties to meet and confer but not require the parties to agree upon a course of action. The County finds that these meetings satisfy the requirement of the MOU and that, therefore, the MOU has been complied with. THE CALIFORNIA ENVIRONMENTAL QUALITY ACT HAS BEEN SATISFIED IN ORDER TO APPROVE THE MAP 15. The County prepared an Initial Study for the Map entitled, "MOUNTAIN HOUSE NEIGHBORHOOD "F" PROJECT INITIAL STUDY AND MITIGATED NEGATIVE DECLARATION" (SCH #90020776) (the "Initial Study".). The Board of Supervisors approved the Initial Study and Mitigated Negative Declaration on September 12, 2000. The County incorporates by reference the CEQA Findings approved by the Board on September 12, 2000 as though set forth in full. THE MAP HAS INCORPORATED THE CEQA MITIGATION MEASURES IDENTIFIED IN THE INITIAL STUDY FOR THE MAP 16. The Initial Study identified seven mitigation measures, five mitigation measures concerning traffic and two mitigation measures concerning noise. Two of the traffic mitigation measures are not triggered by the Map, but relate to subsequent subdivision approvals within the Community. Implementation of the two traffic mitigation measures is the responsibility of the County Public Works Department. These mitigation measures are summarized at Table III-1, page 19, of the Initial Study. The mitigation measures are discussed in greater detail in the Initial Study. Traffic and noise impacts were addressed in the 1994 Master Environmental Impact Report. The Initial Study concludes that traffic and noise impacts are not more severe than previously identified in the Master EIR. These seven mitigation measures constitute more specific mitigation at the project specific level of land use approval. Implementation of these seven mitigation measures assures the County that the traffic impacts and noise impacts will be less than significant. 16.A. Mitigation Measure Traffic-1 is incorporated into the Map by CSD Condition of Approval 64. 7
