Financing Plan set forth principals and policies with which discretionary development <br /> approvals within the Community must be consistent. Considerable fiscal and financial <br /> analysis has been prepared since the initial Public Financing Plan was approved to ensure <br /> that, as development commences in the Community, mechanisms are in place to <br /> implement the objectives of the Public Financing Plan. The Neighborhood F project will <br /> be subject to the impact fees, monthly charges and special taxes that have been and will <br /> be adopted to provide for the funding of public facilities and services required to serve <br /> the new development. Specifically, the following findings can be made relative to Public <br /> Financing Plan policies: <br /> 12.A. Development within Neighborhood F will finance the full cost of <br /> infrastructure needed to serve the neighborhood, through a combination of impact fees, <br /> monthly utility charges, Mello-Roos special taxes and CSD special taxes. <br /> 12.13. Development within Neighborhood F will pay the cost of mitigating <br /> impacts on existing facilities, infrastructure and the environment and will support <br /> development of affordable housing through the payment of a variety of impact fees. <br /> 12.C. Infrastructure costs were allocated to properties within Neighborhood F <br /> based on the principle of benefit received. <br /> 12.D. Mechanisms have been established to assure timely construction of public <br /> improvements, dedication of necessary public lands and rights-of-way, and <br /> reimbursement of disproportionate costs. <br /> 12.E. The revenues generated to the County of San Joaquin from development <br /> of Neighborhood F will offset the cost of public services to ensure that the project has a <br /> positive fiscal impact on the County. <br /> THE MAP IS CONSISTENT WITH THE MOUNTAIN HOUSE COMMUNITY <br /> SERVICE DISTRICT PLANS AND PROGRAMS <br /> 13. The Mountain House Community Service District (CSD) has approved a series of <br /> plans and programs concerning the Mountain House Project, including the Map. These <br /> plans and programs are listed at Exhibit D of the Development Agreement and are <br /> referred to as the CSD Subsequent Plans and Programs. These approvals are found at <br /> pages 2 through and including 7 of Exhibit D. The CSD General Manager and the County <br /> Planning Department staff have compared the CSD Subsequent Plans and Programs to <br /> the Map and have each concluded that the Map is consistent with the CSD Subsequent <br /> Plans and Programs. The County finds that it is reasonable to rely on the opinion of the <br /> CSD General Manager and the County Planning Department staff to independently <br /> conclude that the Map is consistent with the CSD Subsequent Plans and Programs. <br /> 6 <br />
