Analysis <br /> OVERALL PROJECT DESCRIPTION <br /> Physical Description: <br /> The new community of Mountain House includes 4,791 acres or about 7yz square miles of area and <br /> is located in southwestern San Joaquin County.The boundaries of the Mountain House are <br /> Interstate 205 on the south, Old River on the north,the Alameda County line on the west and <br /> Mountain House Parkway and Wicklund Cut on the east. The city limits of Tracy are about 3'/2 miles <br /> to the east, and the City of Livermore is approximately nine miles to the west. <br /> Background: <br /> Trimark Communities, the principal developer of Mountain House, is requesting amendments to <br /> the General Plan, Master Plan, and Specific Plan I regarding the number of through lanes on <br /> various segments of Mountain House Parkway. The amendments are needed in order to achieve <br /> consistency between these documents and to reflect recent and previous plan approvals for <br /> Mountain House Parkway. The proposed Master Plan change regarding pedestrian through-block <br /> connections is proposed to resolve potential traffic safety and Master Plan policy conflicts that <br /> have resulted from the application of the through-block pedestrian pathway policy in <br /> Neighborhood "F". Amendments to the Neighborhood "F" Special Purpose Plan are being <br /> proposed to achieve consistency between the proposed Neighborhood "F" major subdivision <br /> application, SU-00-03, and the Special Purpose Plan. <br /> Analysis: <br /> The changes proposed for Mountain House Parkway are based on, and supported by, previous and <br /> recent traffic model runs provided to the County and the Mountain House Community Services <br /> District.The traffic model runs indicate that 4 through lanes from Byron Road to Mascot Boulevard,6 <br /> through lanes from Mascot Boulevard to Von Sosten Road,and 8 through lanes from Von Sosten <br /> Road to 1-205 would: 1) be adequate to accommodate the traffic volumes anticipated on Mountain <br /> House Parkway at buildout;and 2) provide a more logical transition in the number of through lanes <br /> on Mountain House Parkway from 1-205 to Byron Road than that currently specified by the Master <br /> Plan. <br /> The amendmentto Policy 3.4.2(o)of the Master Plan concerning pedestrian through-block <br /> connections is supported by staff since it would enable the Community Development Director to <br /> determine when a proposed pedestrian pathway is appropriate or not, based on considerations of <br /> public health,safety,and welfare. This change is particularly relevant to the tentative subdivision <br /> map for Neighborhood F. Under the current policy,a mandatory pedestrian through-block <br /> connection would be required on the north side of the proposed Wicklund Elementary School,along <br /> Legacy Drive,since the block exceeds 800 feet in length. A pedestrian through-block connection <br /> here, however,would put children at risk since this midblock location is the principal entrance/drop- <br /> off/pickup point for the school.The proposed revised language for Policy 3.4.2(o) is as follows: <br /> 5 <br />
