• In order to maximize interconnections between all areas within neighborhoods,street and <br /> block lengths shall be generally limited to 800 feet for all local streets. A minority of streets <br /> within a neighborhood may exceed this length,providing that through-block,pedestrian <br /> connections occur at distances no greater than every 500 feet. In instances where <br /> proposed locations of through-block pedestrian connections are determined by the <br /> Community Development Director to be in conflict with the health,safety and welfare of <br /> future residents,such connectionscan be eliminated. <br /> The amendments proposed for the Neighborhood"F"Special Purpose Plan address development <br />- - along the Wicklund Crossing entrance to the community, alleys, clarification of bicycle paths and <br /> route locations within Neighborhood"F", windrows between the school and park, driveway <br /> configurations, second units and various minor corrections. <br /> Wicklund Crossing Developmentand Streetscape:The currently adopted Neighborhood"F"Special <br /> Purpose Plan has multiple family housing fronting on Wicklund Crossing. The proposed <br /> amendments remove the requirementto develop higher density attached units across from the <br /> neighborhood commercial site along Wicklund Crossing by deleting 2.1.7 e), 3.2.1 a), 3.2.2 a)and <br /> b), and 4.1 e)and then amending the special purpose plan map to show single family development <br /> backing up to a sound wall along the south side of Wicklund Crossing. Trimark is proposing this <br /> amendment because it believes that there is not a current market for multiple family housing at this <br /> location.A series of amendments are also proposed to address streetscape designs so that the <br /> entryway will still be an active public area even though there are no homes fronting the street. <br /> Wicklund Crossing is the main entryway to Neighborhood"F". As such, special treatment is needed <br /> for this area. It is intended to bean active and attractive area with commercial,public and residential <br /> uses. This area is also subject to high traffic noise levels requiring either a sound wall to attenuate <br /> noise or housing with mechanical ventilation to meet interior noise requirements. The proposed <br /> amendment maintains an active,attractive entryway by proposing a highly landscaped setting with <br /> trees,shrubs and groundcoversurrounding a pedestrian promenade with alcoves and benches. The <br /> soundwall will be mostly screened by the nature and depth of the landscape treatment. See <br /> proposed amendments 3.2, 3.2.1 a)and b),3.2.2 a),b)and c),and 3.2.3 a)and b). <br /> Alleys: The proposed amendments delete the reference in 2.1.7 c)and to encouraging alleys behind <br /> lots fronting the school and park and requiring rear access parking for development across from the <br /> neighborhood commercial are in 3.2.3 a). Alleys were recommended by the Special Purpose Plan <br /> for the school/parkarea primarily to decrease traffic conflicts and volumes from the homes fronting <br /> the school and park onto the collectors circling this area. Rear access parking for homes along <br /> Wicklund Crossing was required to decrease traffic conflicts on this entryway collector. <br /> Trimark is proposing to remove these alley references in order to reflect the design of the proposed <br /> Neighborhood"F"subdivision which has alleys along Central Parkway only. Development along <br /> Wicklund crossing is proposed to back onto this street such that there would be no access to the <br /> street,a similar traffic outcome as fronting on a street with rear parking access from an alley. In <br /> addition,no onstreet parking would be necessary on Wicklund Crossing to serve the residential uses <br /> as reflected in the proposed deletion of 3.2.2 b). <br /> The removal of references to alleys across from the school/parkarea deletes an optional <br /> requirement since the Special Purpose Plan does not require, but only encourages use of alleys in <br /> this area. Trimark proposes to amend 3.1.3 b)to locate driveways in pairs, to the greatest extent <br /> feasible, in order to minimize driveway/collector street traffic conflicts. This is an appropriate <br /> proposal to offset the affect not having alleys. <br /> 6 <br />
