SPECIFIC PLAN REIMBURSEMENT PROGRAM —TECHNICAL REPORT -- Introduction Pursuant to Section 65456 of the Government Code,the cost of preparing,aid adopting, and administering a Specific Plan may be reimbursed through the imposition of a fee by the legislative body on development applications for property within the area covered by the Specific Plan. The intent in providing for such fees is "...to charge persons who benefit from specific plans for the costs of developing those specific plans which result in savings to them by reducing the cost of documenting environmental consequences and advocating changed land uses which may be authorized pursuant to the specific plan." It is anticipated that Developers in the Mountain House Community who have paid for the cost of preparing and adopting a Specific Plan will request that the Board of Supervisors impose such a fee on their behalf. Purpose The purpose of this Specific Plan Reimbursement Program Technical Report("Specific Plan Technical Report") is twofold: to describe the methodology for computing the amount owed on property subject to the reimbursement fees which are authorized; and to specify those plans and documents, including all eligible associated costs, that qualify for inclusion under the Specific Plan Reimbursement Program. I Previous Technical Report This Specific Plan Reimbursement Program Technical Report as amended, shall replace the Specific Plan Reimbursement Program Technical Report adopted by the Board of Supervisors as part of Ordinance No. 4033. Methodology The amount owed on property subject to reimbursement fees shall be determined as follows: I. Determination of Cost Per Acre Fees A. Mountain House Master Specific Plan Reimbursement Fee 1. Determine the total cost of preparing and adopting the Mountain House Master Specific Plan and related Supporting Documents. a. Determine the cost of preparing and adopting the Mountain House Master Specific Plan and related Supporting Documents through July 1999. b. Adjust the amount in (A)(1)(a) based on the change in the tcl Consumer Price Index("CPI"), San Francisco-Oakland-San Jose Index for Urban Wage Earners and Clerical Workers—All Items, published by the Bureau of Labor Statistics U.S. Department of Labor (1967=100) from August 1999 through June 2001. Determine the adiusted amount by multiplying the amount in (A)(1)(a) by a fraction having a numerator equal to the June 2001 CPI and a denominator equal to the August 1999 CPI. 8
