In addition to the Trimark Communities' implemented process, two other review processes will be <br /> implemented. First, all applicants for implementing permits will be required to go through a County <br /> sponsored Design Consistency Review Committee for review of consistency with all County required <br /> design policies. Second, all applicants for implementing permits will be required to coordinate with the <br /> CSD to ensure consistency with all applicable CSD Design and Construction Standards. The results of <br /> both of these review procedures will ultimately be forwarded to the County for consolidation into <br /> approval recommendations for permit issuance. <br /> XIV. TRANSPORTATION AND CIRCULATION FACILITIES <br /> The Tract 2925 request includes the plan to construct phased portions of on-site arterial roads and <br /> collectors identified in the Master Plan. These roadways include portions of Mountain House Parkway, <br /> De Anza Blvd., Mascot Blvd., Mountain House Blvd., Central Parkway and Wicklund Crossing. These <br /> improvements will likely be financed with private funding, in exchange for fee credits imposed through <br /> the County's T1MF or the CSD's MHTIF. In addition, some off-site (in community) improvements will <br /> likely be required in order to maintain County standards for levels of service. <br /> The Tract 2925 proposal will generate, through the collection of local and regional traffic impact fees, <br /> funds to be collected by the County (THVT) and CSD (MHTIF) to pay for future roadway and <br /> transportation program responsibilities of the project, consistent with the community approvals and <br /> policies contained in Section 9 of the Master Plan and Specific Plan I, as implemented by ordinance. <br /> Development within the subdivision will also generate fees to be collected by the CSD to fund over time, <br /> and consistent with requirements of the Master Plan, specific transit services and programs identified by <br /> the CSD's TDM program. <br /> Additional specific improvements included in the subdivision proposal include the construction of transit <br /> items including transit stops along De Anza Blvd. and within the Neighborhood on the north side of the <br /> K-8 School, as well as bus stop shelters in various locations. <br /> XV. ADJACENT AGRICULTURAL OPERATIONS <br /> Trimark Communities owns and leases all adjacent agricultural fields for tenant farming, except for the <br /> adjacent dairy operations to the south of the subdivision area. The agricultural operations to the west and <br /> north of the subdivision area are operated year round, where a combination of corn, sugar beats and <br /> alfalfa are grown and harvested. As depicted on the Community Edge Buffer Map included in Section 4 <br /> of this Binder, as well as the Farmland Irrigation and Groundwater Report(See Section 12 of this Binder), <br /> Trimark plans to cease agricultural operations on a phased basis in the immediate vicinity of the Tract <br /> 2925 area, and to discontinue on-going farm oriented irrigation to the fields covered by the subdivision <br /> map, as well as the fields immediately west of the project site. <br /> Further, Trimark-intends to establish a minimum of a 100-foot setback between the ultimate build-out <br /> boundary of the subdivision and any on-going farm operations. The actual setback in most cases is over <br /> two hundred feet and in same cases is as much as 1,000 feet. In areas where farm operations are ceased <br /> and development is not anticipated to occur, Trimark intends to plant these fallow areas with a low <br /> maintenance ground cover(i.e. alfalfa)to minimize dust impacts to future residents and to create a natural <br /> barrier between farm operations and development. All areas outside of this buffer area are intended to <br /> remain in active farm operation, until future development phases dictate transition. <br /> XVI.
