MOUNTAIN HOUSE NEIGHBORHOOD' 'PROJECT INITIAL STUDY <br /> Chapter H <br /> PROJECT DESCRIPTION <br /> A. Project Location <br /> The proposed Mountain House Neighborhood Tract"F", Unit#2 (Tract 2925)Tentative Subdivision Map <br /> (hereinafter referred to as the"proposed project"or"Mountain House Subdivision")applies to a project within <br /> the larger Mountain House New Community which is located in San Joaquin County along its border with <br /> Alameda County (see Figure 1). The project site is in the central portion of the Mountain House New <br /> Community and covers one of 12 proposed neighborhoods within Mountain House. The proposed project <br /> represents the first phase of development within the Mountain House New Community. Regional access is <br /> provided from Interstate 205 (I-205),with local access provided by Mountain House Parkway along the site's <br /> eastern edge, Grant Line Road south of the site and Byron Road north of the site(see Figure 1). <br /> B. Project Description <br /> The Neighborhood"F"project consists of a Major Subdivision application and associated applications to amend <br /> the General Plan,Master Plan, Specific Plan 1 and Neighborhood 'T"Special Purpose Plan. The General Plan, <br /> Master Plan and Specific Plan I amendment applications propose amending the number of travel lanes on <br /> Mountain House Parkway,from six Innes to four lanes between Mascot Road and Main Street.The Special Purpose <br /> Plan amendment application proposes amending a multiple family housing area for single-family homes,remove <br /> alleys behind lots facing school/park area,add requirements to place tree windows between school and park site, <br /> remove second-unit requirement for lots facing school/park area, and add streetscape requirements for Wicklund <br /> crossing. <br /> 1. Overall Development <br /> The proposed project would entail development of 405 acres(8.6 percent)of the approximately 4,700 acres <br /> of the Mountain House New Community (see Table II-1). Subdivision of the land into a total of 1,006 lots <br /> (see Figure 2)has been proposed. Of these, 978 lots would be for single-family residential use and four large <br /> lots would be set aside for high-density residential development. Public facilities would include an elementary <br /> school on 15.94 acres and other undefined public uses as allowed by the zoning code on 2.93 acres at the <br /> intersection of Central Parkway and Mascot Boulevard. A neighborhood park and recreational facility would <br /> be developed 6.58 acres near the center of the single-family residential area. Industrial development is <br /> proposed to include 10 lots on a total of 35.39 acres and office commercial development is proposed to <br /> include 12 lots on 30.35 acres. Neighborhood commercial and community commercial uses would occur on <br /> 18.76 acres. The Public Land Equity Program(PLEP) streets area would cover 62.3 acres. <br /> Concurrent with the processing of Tract 2925, Trimark Communities is applying for two policy document <br /> amendments to facilitate consistency between the proposed subdivision and County documents. The first <br /> amendment is to the Mountain House Master Plan and Specific Plan 1, and the amendment reduces the build- <br /> out number of travel lanes along Mountain House Parkway to four, instead of six. <br /> The second amendment is an amendment to the prior adopted Special Purpose Plan for Neighborhood"F". <br /> The amendments to this document include multiple minor amendments including the removal of the prior alley <br /> concept around the neighborhood center, removal of the attached housing requirement along the south side <br /> of the neighborhood entry road, and addition of pedestrian alleys around the neighborhood center parcel, and <br /> c:UOMSICIMM ,=YTINALINmALMDY-PARTIDDC(7naroo) 5 D. PROJECT DESCRIPTION <br />
