MOUNTAIN HOUSE NEIGHBORHOOD"F"PROJECT INITIAL STUDY <br /> Table I11-1 <br /> SUMMARY OF MITIGATION MEASURES <br /> Level of Significance <br /> Mitigation Measures With Mitigation <br /> Transportation/Traffic <br /> TRAFFIC-1: The project sponsor shall fund the preparation of a Project Study Report(PSR)for the I-205 interchange at Mountain House Parkway prior LTS <br /> to the approval of the first final map.The determination of the level of service within the interchange shall be evaluated as part of the project's annual <br /> monitoring program. The monitored level of service shall be consistent with the procedures established in the Highway Capacity Manual. LOS D is the <br /> adopted threshold for the acceptable operation of the interchange. In the event that project-related traffic causes the levels of service to reach the LOS D <br /> threshold before reaching LOS E,issuance of building permits shall cease until necessary improvements to maintain the level of seryice are implemented. <br /> TRAFFIC-2:A 250-to 500-foot four-lane section,as adequate to accommodate traffic volumes,shall be provided on both the northbound and LTS <br /> southbound approaches of Mountain House Parkway at Grant Line Road and Mascot Boulevard. The implementation of these improvements shall be <br /> evaluated annually as part of the project's annual monitoring program. The monitored levels of service shall be consistent with the procedures for <br /> capacity analysis as established in the Highway Capacity Manual. However,once the intersection level of service reaches the LOS D threshold before <br /> reaching LUS E,these improvements shall_be_constructedprior to the issuance of any additional residential building permits_ _ <br /> TRAFFIC-3:The intersection of Mascot Boulevard and Mountain House Parkway shall be improved to provide two northbound,left-turn lanes on LTS <br /> Mountain House Parkway. In addition,the free-right turn recommended on the eastbound approach shall be constructed such that the traffic using this <br /> lane merges into southbound Mountain House Parkway traffic into a separate travel lane. Therefore,a southbound acceleration lane located south of <br /> Mascot Boulevard shall be provided to insure a smooth and unrestricted transition onto Mountain House Parkway. To accommodate the northbound dual <br /> left-turn lanes,Mascot Boulevard shall be constructed as a four-lane facility between Mountain House Parkway and the first residential access point to the <br /> west of DeAnza Boulevard. _ <br /> TRAFFIC-4:Tracy Boulevard(north of Lammers Road)shall be widened,as necessary,from two to four travel lanes to accommodate cumulative, LTS <br /> regional traffic volume increases.The County shall initiate discussion and coordinate with the City of Tracy regarding the improvements. This widening <br /> project shall be added to the San Joaquin County TIMF once improvement designs and cost estimates are completed,then development within Mountain <br /> House shallpay_its fair share of the improvements through participation in the TIMF by paying_TIMF-fees at issuance of building permits. <br /> TRAFFIC-5:One of the following options shall be implemented for New Grant Line Road when constructed east of Byron Road:Option 1:Widen Grant LTS <br /> Line Road from four to six lanes,as necessary,to accommodate cumulative,regional traffic volume increases.The County shall initiate discussion and <br /> coordinate with the City of Tracy regarding financing the improvements should the City of Tracy adopt the widening project in the future. Development <br /> within Mountain House will then pay its fair share of the improvements through participation in any County financing,such as the TIMF,by paying any <br /> such fees at issuance of building permits.Option 2:Change the level of service standard for the segment similar to Mitigation Measure M4.125(e)in the <br /> Master Plan EIR. This allows the use of LOS D rather than LOS C as the threshold of s�i6cance. <br /> -------- ----- <br /> Noise ----- — -- - ---— --- <br /> NOISE-l: Soundwalls shall be included at the locations shown in Figure 5 to reduce the outdoor noise level to an Lm,of 60 dB unless the planning LTS <br /> authorities deem that the maximum wall height is to be 7 feet. If this is the case,the residents shall be notified that the outdoor sound level has not been <br /> mitigated to the design goal of an L&of 60 dB. Alternatively,an exterior noise level standard of an Ldn of 65 dB(as permitted in the Master Plan) <br /> would allow the recommended noise wall along DeAnza Boulevard to be reduced to 7 feet in height and the wall along Mascot Boulevard to be 7 feet or <br /> less. The final wall heights and locations shall be determined prior to the issuance of building permits and after the grading and house location plans have <br /> been developed. <br /> As an alternative to constructing taller walls,the homes could be set back farther from DeAnza Boulevard and Mascot Boulevard. Increasing the setback <br /> would allow a lower height noise wall to achieve the desired exterior noise environment. However,such setbacks could reduce overall project density if <br /> lot sizes were not reduced,and thus impact the project's goals for affordable housing,non-auto related transportation and associated benefits regarding <br /> air-quality and noise. <br /> NOISE-2:Mechanical ventilation in homes shall be supplied for the two rows of lots on the east side of Central Parkway,two rows west of DeAnza LTS <br /> Boulevard and north Mascot Boulevard and to the first row of homes south of Mountain House Boulevard. <br /> C.VOBS\SJO1NrnAL SIUDYWINALJNMAL9MY-PARTI DOC(7171,00) 19 III.
