MOUNTAIN HOUSE NEIGHBORHOOD"IT"PROJECT INITIAL STUDY <br /> Table III-2 <br /> SUMMARY OF CONDITIONS OF APPROVAL <br /> Conditions of Approval <br /> Public-Services-__ <br /> SERVICES-I.: The applicant and Mountain House CSD shall ensure that the interim or permanent fire station is operational when no more than 100 residential units are <br /> occupied if the Tracy Rural Fire Protection District cannot provide a three-minute response time from an existing fire station. The first permanent fire station shall be provided <br /> when 1,800 residential units have been occupied,or earlier. _ <br /> SERVICES-2: The applicant shall work with the Lammersville Elementary School District and MHCSD to identify a construction and operation plan for future day care <br /> facilities. This plan shall be completed prior to-issuance of the 1000'building permit and shall include a proposed schedule for completion of such facilities. <br /> Utilities and Service Systems _ <br /> WASTEWATER-1: The Mountain House CSD shall provide proof to the County Department of Public Works that the wastewater treatment plant has adequate capacity to <br /> provide service as the community is built out. No final subdivision map shall be approved for any development that would exceed the available capacity of the wastewater <br /> treatment plant. <br /> WASTEWATER-2: Prior to approval of the first final subdivision map,the applicant shall convey the necessary easements to the CSD for disposal of treated wastewater on <br /> lands north of Bvron Road. <br /> WATER-1:As addressed in the applicant's Farm Irrigation Drainage Report(February 14,2000),the applicant shall ensure an uninterrupted source of irrigation water to <br /> undeveloped land. A schedule for constructin moth •in facilities to maintain irrigation water and drainage service shall be submitted prior to approval of the first final map_ <br /> WATER-2: A water conservation monitoring rp ogram shall be approved by the CSD[MP 12.3.2 Imp.(b))for the proposed pr�ect rJ�ior to approval o_f th_e first final maw <br /> WATER-3:A separate or amended ordinance for Water Conservation shall be prepared for approval by the CSD Board of Directors prior to approval of the Final Subdivision <br /> Map to address a public information program regarding the importance of water conservation;a water rate structure to encourage water conservation;and a water conservation <br /> monitoring plan as addressed under Condition of Approval WATER-2 above). <br /> WASTE-1:Areas shall be provided for recycling containers at proposed commercial facilities and large apartment complexes[MP 6.7 Imp.(d)]. At the time of approvals for <br /> site improvements,these areas shall be identified. _ <br /> WASTE-2:Recyclable construction waste,such as wood and metal,shall be separated and arrangement shall be made with the CSD,or on-site recycling services,for collection. <br /> Recycling of construction wastes shall be made part of the construction specifications for contractors[MP 6.7 Imp.(d)]. A plan for implementation of such specifications shall <br /> be submitted to the County's Community Development Department prior to the issuance of the first building permit for Neighborhood`F". _ <br /> Transportation/Traffic _ <br /> TRAFFIC-1:To insure a higher level of pedestrian safety within the community near the school,the following elements shall be included within the Neighborhood"F" <br /> improvement plans and/or the subdivision design prior to approval of the first final map: <br /> 1. Redesign the placement of the pedestrian corridors either within the school or within the adjacent residential areas so that both sides of the pedestrian corridors line up. <br /> 2. Provide a speed table(raised intersection)mid-block where the pedestrian corridor crosses the collector street. The speed table should be a minimum of 25 feet in width. <br /> The transition between the normal street elevation and that of the speed table shall be designed using standards consistent with speed hump designs. However,the lineal <br /> distance for the transition shall be extended as necessary to insure safe operation for emergency vehicles. <br /> 3. The safety adequacy of the speed table shall be evaluated by the CSD at or before the construction of the 500''and 900'h single-family residential units within Neighborhood <br /> "F". If warranted to provide for additional pedestrian safety,flashing lights shall be installed at the comer of the raised intersection and/or an in-roadway crosswalk lighting <br /> warning system shall be installed along the edges of the speed table. <br /> 4. At each location where the pedestrian corridor and collector street interface,warning signs shall be installed. <br />
