MOUNTAIN HOUSE NEIGHBORHOOD"17'PROJECT INITIAL STUDY <br /> Conditions of Approval <br /> Geology and Soils <br /> GEO-1: The following recommendations were made in the project's Geotechnical Report(as distinguished from the Geotechnical report for the Bethany Elementary School)and <br /> these recommendations shall be followed as written in the original report and summarized below: <br /> • Foundation support shall be strengthened and stiffened shallow foundations,slabs,or mats,with specific design recommendations presented in the Geotechnical Report. <br /> • Critical infrastructure improvements shall be designed with the potential ground deformation in mind. Flexible connections shall be provided where critical underground <br /> utilities enter buildings to accommodate the anticipated differential movements due to liquefaction. <br /> • Given the presence of potentially-liquefiable deposits underlying much of the site and the potential for seismically-induced ground deformation,it was recommended that a <br /> Seismic Zone Factor(Z)of 0.4 be used for the design of emergency and critical facilities. These standards are recommended even though the site is located in Uniform <br /> Building Code(UBC)Seismic Zone 3. _ <br /> GEO-2: The following recommendations of the project's Geotechnical Report shall be implemented: <br /> • On-site and off-site soil that is used for engineered fill shall meet the specifications of the Geotechnical Report. <br /> • A sample of proposed import soil for engineered fill shall be tested prior to use to determine if it is suitable as engineered fill. <br /> • Any open cuts shall be in compliance with applicable OSHA regulations(California Construction Safety Orders,Title 8)and shall be closely monitored for evidence of <br /> incipient instability. <br /> • Dewatering may be necessary,given the depth to groundwater at the site. Any dewatering design shall be submitted for review by the geotechnical engineer prior to <br /> construction. <br /> • At the time of grading,depth to groundwater shall be determined,and at a minimum,the groundwater shall be lowered and maintained at least 2 feet below the bottom of the <br /> excavation. <br /> • Prior to issuance of building permits,more site-specific investigations involving more detailed geotechnical exploration shall be completed. At this phase,the Geotechnical <br /> Report included only 24 test borings over 365 acres and was intended for use in preliminary planning and design of all of Neighborhood"F". <br /> • Piping and utility connections shall be designed to accommodate the estimated maximum foundation settlements. <br /> • Foundation soils shall be tested immediately prior to placement of concrete to verify that the soils water content is acceptable. <br /> • Prior to issuance of building permits,a detailed grading and drainage plan shall be prepared for all areas subject to development. <br /> • Additional exploration shall be performed once specific site development plans are available. <br /> • A qualified inspector shall be present at the site to observe and advise during site preparation,earthwork,grading,and construction of foundations,slabs on grade and earth- <br /> retaining structures. <br /> • If more than two years elapse between the date of the Geotechnical Report(January-1999)and beginning of construction,the Geotechnical Report shall be updated. _ <br /> Hydrology and WaterQu#14y_ <br /> HYDRO-1: The applicant shall provide specific design and function information on the proposed interim water quality basin,shown on the Carlson,Barbee,and Gibson exhibit <br /> (Figure 3).The design of the basin shall conform to design parameters set forth in the California State Best Management Practices Manual and shall be reviewed and approved by <br /> the Mountain House Community Services District._This Vproval shall occur at the time of review of the Site Improvement Plans andprior to issuance of building permits. <br /> HYDRO-2: A detailed interim storm water pumping plan shall be developed.At a minimum,the plan shall specify the following:the number of pumps,how they would be <br /> mobilized-their capacity;location;power sources;the operational and maintenance entity;and other general logistical requirements. Yearly maintenance and operation tests shall <br /> be completed and documented. The pumps shall be capable of dewatering the storage areas after the 100-year storm event within a time frame approved by the Mountain House <br /> Community Services District. This plan shall be reviewed and approved by the Mountain House Community Services District prior to issuance of building rmits. <br />
