MOUNTAIN HOUSE NEIGHBORHOOD"F"PROJECT INITIAL STUDY <br /> Conditions of Approval <br /> TRAFFIC-2:Access and egress to the multifamily residential and commercial sites on the north side of Mountain House Boulevard shall be restricted to right tum in and right <br /> turn out wherever possible. <br /> TRAFFIC-3:The eastern half of Central Parkway shall be constructed between Mascot Boulevard and Mountain House Boulevard when required by the County,CSD or Fire <br /> Marshall for adequate circulation and emergency access,but not later than prior to approval of the first final map in Neighborhood"F"containing housing units that face on <br /> Central Parkw•aN. <br /> TRAFFIC-4:The project sponsor shall coordinate with the CSD to maximize the number of bus stops within the residential portions of Neighborhood"F". Candidate locations <br /> would be at locations where the pedestrian corridors meet the collector street system. In addition,bus stops shall be placed at the western end of Wickland Crossing at the <br /> neighborhood park entry. <br /> TRAFFIC-5:The project sponsor shall designate a site within Neighborhood"F"and submit improvement plans for an interim joint use parking and/or park and ride lot prior to <br /> a proval of the first fmal map__ <br /> Air Quality - <br /> AIR- <br /> AIR-1: As per the Master Plan,industrial or commercial operations at the site with equipment that causes or has a potential for air pollution,or that controls such air pollution, <br /> may need to apply for an Authority to Construct and Permit to Operate,in accordance with regulations of the San Joaquin Valley Unified Air Pollution Control District. <br /> AIR-2: The following items shall be incorporated into the project design and identified prior to issuance of building permits: <br /> a) Natural gas line outlets shall be provided in backyards. <br /> b) Electrical outlets suitable for recharging electrical vehicles shall be provided in each garage. <br /> c) Low NOx emitting and/or high efficiency water heaters shall be required for each dwelling unit. <br /> d Each family residence shall have no more than one zero clearance fireplace or freestanding woodstove. Only EPA-certified fireplaces and woodstoves shall be installed. <br /> AIR-3:During construction,the following measures to reduce construction air quality impacts shall be implemented: <br /> a) All soil material transported off-site shall be either sufficiently watered or securely covered to prevent excessive amounts of dust. <br /> b) All internal combustion eine driven equipment shall be properly maintained and well tuned according to the manufacturers specifications. <br /> AIR-4: The project shall comply with measures shown in Table V-15 of this Initial Study. <br /> -------- -- ---- <br /> AIR-5: The applicant shall comply with rules of the San Joaquin Valley Unified Air Pollution Control District regarding reducing dust emissions during construction. <br /> AIR-6: Plantings along the length of roadway improvements for Mountain House Parkway and Central Parkway shall occur at the time that roadway improvements are <br /> constructed.These trees shall be no smaller than 10-gallon containers at the time of planting. To reduce wind-related dust,these trees shall be planted so that the canopies are <br /> close together upon maturity. <br /> AIR-7: Final Map recordation for residential development shall require recording notification on the face of each parcel's Deed of the County's Right-to-Farm Ordinance. <br /> Noise _ <br /> N ISE-1: Figure 11.1 of the Master Plan shall be revised by San Joaquin County when the Airport Land Use Compatibility Plan of Contra Costa County is adopted.
