Mrx1NTPJN HOU$P NEMBORMOD"F"PROIEUT INMAL STUDY
When a Condition of Approval would be more applicable thaw a mitigation measure, these are identified and
numbered. Conditions of Approval would apply when the identified impact is not significant but when such
a condition may reduce a potential"less-than-significant"impact. Many of the recommended Conditions of
Approval are identified to clarify tinning and responsibilities for specific actions that have already been
identified as policies and programs of the Mounrain Clouse New Community Master Plan or Mountain House
New Community,5pect)ric Plan/. Mitigation measures are identified for potentlalty significant impacts and
also specify timing and reV*mibilities that may not Have been clarified in the earlier Matter EIR, These
measures are shown by text enclosed in a box.
Determination.
On the basis of this itdtial evaluation:
C I fiend that the proposed project COULD NOT have a significant effect on the environment, and a
NEGATIVE DECLARATION will be prepared.
L I find that although the proposed project could have a significant effect on the environment, there will
not be a significant effect in this case because revisions to the project have been made by or agreed to
by the project proponent. A MITIGATED NEGATIVE DECLARATION will be prepared,
LJ I find that the proposed project MAY have a significant effect on the environment, and an
ENVIRONMENTAL IMPACT REPORT is required.
I fund that tho proposed project MAY have a Apotemally siOtiicant impact@ or Apotentially significant
unless mitigated@ impact on the environment, but at least ane effect 1)has been adequately analyzed in
an earlier document pursuant to applicable legal standards, and 2)has been addressed by mitigation
measures based on the earlier analysis as described on attached streets. An ENVIRONMENTAL
IMPACT REPORT is required, but it must analyze only the effects that remain to be addressed.
I find that althougb the proposed project could have a significant effect on the environment, because all
Potentially significant effects (a) have been analyzed adequately in an earlier EIR at NEGATIVE
DECLARATION pursuant to applicable standards, and(b)have been avoided or mitigated pursuant to
that earlier EIR or NEGATIVE DECLARATION, including revisions or mitigation measures that are
imposed upon the proposed project, nothing further is required.
Michael Hitchcock,AICD ate
Project Manager
For: San Joaquin County Community
Devel opmentl3epartment
naoottcxtwanawxo6sirvuoarwrwr.rrRriAocmumr 32 V.
