MOUNTAIN HOUSE NEIGHBORHOOD'F"PROJECT INITIAL STUDY <br /> For the purposes of this Initial Study,the following are considered potentially significant General Plan and <br /> zoning impacts: <br /> • If project development is not consistent with policies or programs included in the Master Plan or <br /> Specific Plan 1; <br /> • If project development is not consistent with the Special Purpose Plan adopted for Neighborhood"F"; <br /> • If project development is not consistent with the San Joaquin County General Plan 2010; <br /> • If project development is not consistent with the County Development Title. <br /> The County has completed a brief analysis of the project's consistency with relevant planning documents <br /> and has determined that no significant inconsistencies exist as related to protection of environmental <br /> resources. The Master Plan, Specific Plan 1, and Special Purpose Plan amendments described in Chapter <br /> II of this Initial Study would ensure that the Neighborhood"F"project is generally consistent with <br /> applicable documents as amended. Some specific design issues may need to be addressed by conditions <br /> of approval. The amendments, as proposed, would have no significant environmental impacts. The <br /> County will complete a more detailed General Plan consistency analysis after completion of the Initial <br /> Study. <br /> c) Conflict with any applicable habitat conservation plan or natural community conservation plan? <br /> Refer to Section L of this Initial Study that addresses biological resources. The San Joaquin County <br /> Multi-Species Habitat Conservation and Open Space Plan (SJMSCP) has been prepared to provide a <br /> strategy for balancing the need to conserve agricultural lands and wildlife habitat while accommodating a <br /> growing population in the County. The SIMSCP is designed to establish an assessment process for <br /> conversion of land to non-open space uses when such conversion may affect the plant, fish, and wildlife <br /> species covered by the SJMSCP. Some of the species of concern covered under the SJMSCP`include: <br /> Swainson's hawk, California tiger salamander, western pond turtle, giant garter snake, and valley <br /> elderberry longhorn beetle. The ultimate goal of the SIMSCP is to provide 100,841 acres of"preserves" <br /> over the 50-year lifetime of the SIMSCP, with most acres purchased as conservation easements over <br /> agricultural lands. A draft of the SIM- SCP was prepared in 1999, but has not yet been formally adopted by <br /> the County. <br /> This fee shall be placed into an interest bearing trust account that will be transferred to the JPA for the <br /> SJMSCP once it has been established. If the SJMSCP is not adopted within three years of the date of the <br /> approval of this Tentative Map, the fees collected will be utilized to administer the Mountain House <br /> Swainson Hawk HMP, and appropriate mitigation shall be acquired consistent with HMP criteria <br /> contained in the Master Plan. All other take avoidance measures and mitigation measures specified in the <br /> pre-construction surveys will still apply. Any and all mitigation shall be further reviewed and approved by <br /> California Department of Fish and Game and the U. S. Department of Fish and Wildlife.
