MOUNTAIN HOUSE NEIGHBORHOOD' 'PROJECT INITIAL STUDY <br /> Environmental Checklist Explanations <br /> a) Induce substantial population growth in an area, either directly(for example, by proposing new homes and <br /> businesses)or indirectly(for example, through extension of roads or other infrastructure)? <br /> The project would induce population growth into an area of the County designated as the"Mountain <br /> House New Community". The land to the north, south, and west of the project site have been designated <br /> for residential and other developed land uses that meet the overall goals of the new community. Vacant <br /> lands not designated for urban uses are located east of the project site and outside the boundaries of <br /> Mountain House. These areas are designated for agricultural uses. The site of the new community would <br /> be separated from lands to the east by Mountain House Parkway, from lands to the north by Old River, <br /> and from lands to the south by Interstate 205. Agricultural lands to the west are within Alameda County. <br /> Owners of these adjoining agricultural lands that are not within the boundaries of the Mountain House <br /> New Community could request rezonings and General Plan Amendments to allow more intense <br /> development. However, such requests could only be granted if there were adequate facilities to serve <br /> these new projects. The Mountain House Community Services District(CSD)has established boundaries <br /> for providing water and wastewater and would not serve any development outside the boundaries of the <br /> Mountain House New Community. In addition, the water and wastewater plants of the Mountain House <br /> CSD are to be sized so that the total capacity would serve no more than the new community. <br /> Section 2.8 of the Master Plan includes the following objective: <br /> To size public services and facilities to maintain the community's boundaries by serving only the <br /> Master Plan area. <br /> On page 16.3 of the Master Plan(Section 16.4), the following policies address the CSD and service <br /> boundaries for the CSD: <br /> a) A Community Services District shall be formed with the County Board of Supervisors initially <br /> serving as the District's Board of Directors. <br /> b) The boundaries of the Community Services District Sphere of Influence should be identical to <br /> the boundaries of the Mountain House Master Plan. <br /> No new roads or utility lines associated with the project would cross lands outside of the Mountain House <br /> New Community. However, some off-site road improvements may be made to account for regional <br /> traffic. These road improvements would be sized to meet both current needs and projected growth, as per <br /> the Mountain House Transportation Impact Fee(TIF) and the County's Transportation Impact Mitigation <br /> Fee(TIMF). <br /> San Joaquin County is currently soliciting the assistance of consultants to prepare a Specific Plan for the <br /> lands outside of the Mountain House New Community, primarily between the new community and the <br /> City of Tracy that are in unincorporated areas. This Specific Plan would address future land uses and <br /> agricultural buffers for the lands just outside the boundaries of the Mountain House New Community. <br /> The project would include the agricultural buffer described above under Section(B). Such a buffer would <br /> reduce the potential conflicts between on-site development and surrounding agricultural operations, and <br /> may reduce the pressure for surrounding lands to be removed from agricultural use that are outside the <br /> boundaries of the new community. <br /> CAJOBSWCUNMALSTUDYTrtrAUNMALMUOY•PARTIDOC(7aaoo) 41 V.C.POPULATION AND HOUSING <br />
