MOUNTAIN HOUSE NEIGHBORHOOD' 'PROJECT INITIAL STUDY <br /> D. PUBLIC SERVICES <br /> The proposed project would increase the need for school, police, and fire services. A K-8 elementary <br /> school is proposed for the center of the project site(see Figure 2). However, the timing for the <br /> construction of this school is to be decided by the Lammersville School District. At this time, complete <br /> design and construction drawings have been approved by the State of California. Until the school is <br /> completed, children would be bussed to interim facilities at the Lammersville School and West High <br /> School. High school students would be required to attend the Tracy Union West High School to the <br /> southeast of the site. A child care site is being provided within the K-8 school site. However, there is no <br /> current requirement to construct and operate a child care facility. <br /> The Master Plan includes objectives and policies that school sites should be sited to avoid health and <br /> safety hazards(MP 5.1.4 Second Objective, Policy c,d). In addition, the Master Plan includes provisions <br /> to avoid hazards connected with the small on-site landfill which has subsequently been remediated [MP <br /> 6.8.5, Imp. (d)]. These Master Plan provisions, along with the school facilities planning process(see MP <br /> 5.1.3), would mitigate the potential impact identified in the FEIR related to hazards. The Master Plan also <br /> contains provisions for avoiding conflicts with fuel pipelines(MP 6.8.1). Final school siting would be <br /> subject to State requirements. <br /> An interim fire station is proposed to be constructed along De Anza Boulevard(see Figure 2). This <br /> facility would include a residence and offices, possibly within a prefabricated steel building to house fire <br /> engine equipment. Alternatively, the Mountain House CSD may decide to create a permanent fire station <br /> at Mascot Boulevard and Central Parkway rather than an interim fire station. <br /> In compliance with the Master Plan requirements, a Fire Protection Plan has been prepared and approved <br /> for the project(approved March 1998). This Fire Protection Plan addresses the details of the interim <br /> facility, fire flow requirements, a permanent fire station and standards for construction. Other topics <br /> briefly addressed in this plan include: public education and fire prevention;weed abatement; hazardous <br /> materials; emergency medical services;mutual aid; and medical transport. According to the Fire <br /> Protection Plan, an interim facility shall be operated when no more than 100 residential units are occupied <br /> only if the Tracy Rural Fire Protection District cannot provide a three-minute response time from an <br /> existing fire station. <br /> The County's Sheriff Department would provide police services under contract to the Mountain House <br /> CSD. As stated in the Master Plan(page 6.2), an urban level of police service is to be provided from the <br /> commencement of construction. Ambulance services would be provided by the Mountain House CSD <br /> through a contract with service agencies. According to the 1994 EIR, the on-site fire station shall include <br /> an ambulance if the on-site Fire Services were responsible for emergency medical service transport. <br /> A proposal for institutional and funding arrangements for providing police services was submitted at the <br /> time of formation of the Community Services District, as well as phasing of on-site police services, if <br /> required. The Master Plan was amended after the 1994 EIR to provide that police officers shall be <br /> provided when the first residences in the first Specific Plan area are constructed and that sworn officers <br /> shall be provided at a ratio of 1.5 officers per 1,000 residents within the community.
