MOUNTAIN HOUSE NEIGHBORHOOD' 'PROJECT INITIAL STUDY <br /> 30 percent of this waste would be expected to be recycled, using current recycling rates in the County. <br /> Thus, about 3,600 tons per year of solid waste would require disposal at a landfill. The applicant <br /> proposes that a 10-acre Materials Recovery Facility site be located adjacent to the proposed wastewater <br /> treatment plant, north of Byron Road. Section 9-1160.4 of the County's Development Title requires the <br /> development of recycling container enclosures near solid waste collection enclosures. <br /> The project site is within the South County Refuse Service area. Delta Disposal Company currently is <br /> under contract with the County for solid waste collection in the South County Refuse Service Area. Solid <br /> waste is brought to a transfer station south of Tracy and trucked to the Foothill Landfill, a Class III landfill <br /> permitted to receive nonhazardous waste, located about 50 miles from the site in eastern San Joaquin <br /> County. The Foothill Landfill currently has adequate capacity for the projected 5,150 tons of waste likely <br /> to be generated by the project(Horton, 2000). Some hazardous waste generated in the County is disposed <br /> of at Forward Inc., a private Class II landfill in the County. All other hazardous waste is transported to <br /> facilities outside of the County. <br /> g) Comply with federal, State, and local statutes and regulations related to solid waste? <br /> The project would be required to comply with federal, state, and local statutes and regulations related to <br /> solid waste. Chapter 9-1160 of the County's Development Title, entitled"Solid Waste Recycling", <br /> addresses County regulations for enclosures for the collection and loading of recyclable materials for new <br /> buildings. Recycling container enclosures are required to be of sufficient number and volume to equal <br /> one-half the number and volume of the enclosures used for containers to collect and load solid waste. <br /> These recycling containers are to be located near solid waste enclosures and are to be designed with gates <br /> to prevent theft. <br /> Condition of Approval WASTE-1: Areas shall be provided for recycling containers at proposed <br /> commercial facilities and large apartment complexes[MP 6.7 Imp. (d)]. At the time of approvals <br /> for site improvements, these areas shall be identified <br /> Condition of Approval WASTE-2: Recyclable construction waste,such as wood and metal, shall be <br /> separated and arrangement shall be made with the CSD, or on-site recycling services,for collection. <br /> Recycling of construction wastes shall be made part of the construction specifications for <br /> contractors[MP 6.7 Imp. (d)J.
