MOUNTAIN HOUSE NEIGHBORHOOD'F"PROJECT INITIAL STUDY <br /> reclamation facilities required for the first phase of development shall be complete and operational prior to <br /> the issuance of a permit to construct any building(other than those for the water and wastewater plants). <br /> Water conservation measures for this first phase of development have been addressed in an Ordinance for <br /> Water Conservation and Water Shortage Emergencies prepared by the CSD. However, this ordinance <br /> does not address the requirements for water conserving appliances, landscaping and water pressure <br /> regulating devices. Other items not addressed include: a public information program regarding the <br /> importance of water conservation; a water rate structure to encourage water conservation; and a water <br /> conservation monitoring plan prior to submittal of the first Development Permit. The County's <br /> Development Title(Chapter 9-1020M)addresses the requirement for low-volume spray heads and drip <br /> irrigation for all landscaped areas. This chapter also states that such irrigation systems shall be installed <br /> prior to issuance of the Certificate of Occupancy or final inspection. <br /> The following are recommended Conditions of Approval for impacts that are found to be less than <br /> significant: <br /> Condition of Approval WATER-1: The Mountain House CSD shall provide proof to the County <br /> Department of Public Works that the wastewater treatment plant has adequate capacity to provide <br /> service as the community is built out No final subdivision map shall be approved for any <br /> development that would exceed the available capacity of the wastewater treatment plant. <br /> Condition of Approval WATER-2:A water conservation monitoring program shall be approved by <br /> the CSD[MP 12.3.2 Imp. (b)jfor the proposed project prior to approval of the first final map. <br /> Condition of Approval WATER-3: A separate or amended ordinance for Water Conservation shall <br /> be prepared for approval by the CSD Board of Directors prior to approval of the Final Subdivision <br /> Map to address a public information program regarding the importance of water conservation;a <br /> water rate structure to encourage water conservation;and a water conservation monitoring plan (as <br /> addressed under Condition of Approval WATER-2 above). <br /> e) Result in a determination by the wastewater treatment provider which serves or may serve the project that it <br /> has adequate capacity to serve the project's projected demand in addition to the provider s existing <br /> commitments? <br /> A"Will Serve" letter is required from the CSD prior to approval of the Tentative Subdivision Map. This <br /> letter has been included in the applicant's submittal material. Refer to the discussion at the beginning of <br /> this section above. As stated earlier, adequate easements must be conveyed for the disposal of treated <br /> wastewater. Should future disposal of treated effluent to Old River not be possible under the permit from <br /> the Regional Water Quality Control Board, the CSD would need assurance that on-site areas for <br /> reclamation and use of treated wastewater are available over the long term. <br /> Condition of Approval WASTEWATER-2: Prior to approval of the first final subdivision map, <br /> the applicant shall convey the necessary easements to the CSD for disposal of treated wastewater <br /> on lands north of Byron Road <br /> J) Be served by a landfill with sufficient permitted capacity to accommodate the project's solid waste disposal <br /> needs? <br /> Based on a waste generation rate of 8 pounds per person per day(Horton, 2000), this first phase of <br /> development would generate about 28,200 pounds per day, or 5,150 tons per year of solid waste.
