Would the project: <br /> a) Cause an increase in traffic which is substantial in relation to the <br /> existing traffic load and capacity of the street system(i.e.,result in <br /> a substantial increase in either the number of vehicle trips,the <br /> volume to capacity ratio on roads, or congestion at intersections)? <br /> b) Exceed, either individually or cumulatively, a level of service <br /> standard established by the county congestion management agency <br /> on designated roads or highways? <br /> c) Result in a change in air traffic patterns, including either an <br /> increase in traffic levels or a change in location that results in <br /> substantial safety risks? <br /> d) Substantially increase hazards due to a design feature(e.g., sharp <br /> curves or dangerous intersections)or incompatible uses(e.g., farm <br /> equipment)? <br /> e) Result in inadequate emergency access? <br /> f) Result in inadequate parking capacity? <br /> g) Conflict with adopted polices, plans, or programs supporting <br /> alternative transportation(e.g., bus turnouts,bicycle racks)? <br /> Environmental Checklist Explanations <br /> a. Cause an increase in traffic which is substantial in relation to the existing traffic load and capacity of the street <br /> system(i.e., result in a substantial increase in either the number of vehicle trips, the volume to capacity ratio on <br /> roads, or congestion at intersections)? <br /> The proposed project for Neighborhood"F"would generate slightly less peak hour traffic than estimated <br /> for Neighborhood"F"as part of the 1994 Master Plan EIR. Neighborhood"F"includes the residential <br /> area along with its adjacent office and industrial uses. However, the cumulative traffic condition is the <br /> same as estimated in the Master Plan EIR. With construction of all recommended mitigation measures for <br /> Neighborhood"F"and the project's contribution to the costs for off-site arterial and freeway <br /> improvements, the impacts for Neighborhood"F"would be reduced to less-than-significant levels. <br /> The Master Plan EIR did not evaluate second or bonus density units. However, a residential vacancy <br /> factor was included. In the Master Plan EIR, the number of potentially vacant units was assumed to be <br /> equivalent to the number of second and bonus density units. <br /> As part of this study,the improvements recommended by Optrans were evaluated and revised, as <br /> necessary,to reduce vehicle queues at on-site and off-site intersections and insure adequate capacity on the <br /> roadways serving the site.
