MOUNTAIN HOUSE NEIGHBORHOOD' 'PROJECT INITIAL STUDY
Environmental Checklist
Potentially
Significant
Potentially Unless Less Than
Significant Mitigation Significant No
Impact Incorporated Impact Impact
TRANSPORTATION/TRAFFIC. Would the project:
a) Cause an increase in traffic which is substantial in relation to the
existing traffic load and capacity of the street system(i.e.,result in
a substantial increase in either the number of vehicle trips, the
volume to capacity ratio on roads, or congestion at intersections)?
b) Exceed, either individually or cumulatively, a level of service
standard established by the county congestion management agency
on designated roads or highways?
c) Result in a change in air traffic patterns, including either an
increase in traffic levels or a change in location that results in
substantial safety risks?
d) Substantially increase hazards due to a design feature(e.g., sharp
curves or dangerous intersections)or incompatible uses(e.g., farm
equipment)?
e) Result in inadequate emergency access?
f) Result in inadequate parking capacity?
g) Conflict with adopted polices, plans, or programs supporting
alternative transportation(e.g., bus turnouts,bicycle racks)?
Environmental Checklist Explanations
a. Cause an increase in traffic which is substantial in relation to the existing traffic load and capacity of the street
system(i.e., result in a substantial increase in either the number of vehicle trips, the volume to capacity ratio on
roads, or congestion at intersections)?
The proposed project for Neighborhood"F"would generate slightly less peak hour traffic than estimated
for Neighborhood"F"as part of the 1994 Master Plan EIR. Neighborhood"F"includes the residential
area along with its adjacent office and industrial uses. However, the cumulative traffic condition is the
same as estimated in the Master Plan EIR. With construction of all recommended mitigation measures for
Neighborhood"F"and the project's contribution to the costs for off-site arterial and freeway
improvements, the impacts for Neighborhood"F"would be reduced to less-than-significant levels.
The Master Plan EIR did not evaluate second or bonus density units. However, a residential vacancy
factor was included. In the Master Plan EIR, the number of potentially vacant units was assumed to be
equivalent to the number of second and bonus density units.
As part of this study, the improvements recommended by Optrans were evaluated and revised, as
necessary,to reduce vehicle queues at on-site and off-site intersections and insure adequate capacity on the
roadways serving the site. Additional improvements have been recommended as part of this study to
C:1J0BMC4Nrr1AL STUDY\F1JALFNn1AL=Y.PAR17.D0C(7/20/00) 55 V.F. TRANSPORTATION/rRAMC
