MOUNTAIN HOUSE NEIGHBORHOOD'F"PROJECT INITIAL STUDY <br /> reduce vehicle queues and ensure adequate mid-block roadway capacity. The technical information that <br /> supports these conclusions follows. <br /> Land Use Changes <br /> The level of development proposed for Neighborhood"F"was found to be slightly greater than what was <br /> evaluated in the Master Plan EIR due to changes in Neighborhood"F"boundaries. However, the <br /> expected buildout of the entire Mountain House New Community remains consistent with the Master <br /> Plan. A comparison of the current development assumptions and those assumed for the Master Plan EIR <br /> are summarized in Table V-4. Note that Optrans evaluated maximum buildout to ensure that roadways <br /> had adequate capacity to accommodate"worst case" scenario. More detailed discussion regarding land <br /> use assumptions can be found under(b)below. <br /> Neighborhood "F" Trip Generation <br /> Table V-5 details the trip generation based upon the Master Plan EIR and the current proposed project for <br /> Neighborhood"F". The residential component for Neighborhood"F"would generate slightly more traffic <br /> than envisioned in the Master Plan EIR. Relative to non-residential traffic,Neighborhood"F"would <br /> generate slightly less traffic. The overall buildout is consistent with the Master Plan, some of the non- <br /> residential uses that were not allocated to residential neighborhoods in the Master Plan EIR are now <br /> included within the Neighborhood"F"project. Specifically, 35.39 acres of light industrial and 27.24 <br /> acres of office uses have been included for this proposed project. Neighborhood"F"would generate <br /> about 2,420 AM peak hour and 3,033 PM peak hour trips. The 1994 Master Plan EIR assumed 2,478 <br /> AM and 3,114 PM peak hour trips. Table V-5 details the trip generation for the various land use <br /> categories proposed for the project. <br /> Existing-Plus-Project Levels of Service <br /> Table V-6 details the existing-plus-project levels of service. A review of the peak hour operations along <br /> Mountain House Parkway found that three intersections would experience sub-standard levels of service. <br /> A sub-standard level of service is E or F for intersections. These include: Mountain House Parkway at the <br /> I-205 eastbound(EB)ramps, Mountain House Parkway at Grant Line Road and Mountain House Parkway <br /> at Mascot Boulevard. <br /> Sponsor-Recommended Mitigation Measures <br /> The traffic assessment for Neighborhood"F", conducted by Optrans, identifies a series of roadway and <br /> intersection improvements required to reduce impacts to less-than-significant levels. A comprehensive <br /> review of these recommendations was conducted. The assessment found that all roadway and intersection <br /> recommendations were consistent with the Master Plan EIR but that some recommended improvements <br /> should be broadened to more effectively mitigate project impacts. The project sponsor recommended the <br /> following mitigation measures: <br /> 1. Signalize the intersection of Mountain House Parkway and the eastbound ramps of I-205. <br /> 2. Add additional lanes(capacity)at the intersection of Mountain House Parkway and Grant Line Road. <br /> 3.
