MOUNTAIN HOUSE NEIGHBORHOOD' 'PROJECT INITIAL STUDY <br /> As cited above, the incremental increase of traffic added by Neighborhood"F"to the surrounding freeway <br /> system would reduce peak hour levels of service. Because the overall Mountain House project is not <br /> expected to exceed the levels projected in the Master Plan EIR, the mitigation measures cited for the <br /> project under interim conditions in the Master Plan EIR shall remain. The project would need to <br /> contribute its fair share of areawide freeway system improvements. The amounts associated with these <br /> contributions are not the subject of this environmental assessment. <br /> b. Exceed, either individually or cumulatively, a level of service standard established by the county congestion <br /> management agency on designated roads or highways? <br /> The full buildout of the current Master Plan is expected to generate less traffic than anticipated in the <br /> Master Plan EIR(see Table V-8). With construction of all recommended mitigation measures and the <br /> project's contribution to the costs for off-site improvements, the project impacts for Neighborhood"F" <br /> would be reduced to less-than-significant levels. However, two new cumulatively impacted roadways <br /> have been identified using the year 2010 travel demand model. These include: <br /> 1. Tracy Boulevard north of Lammers Road, and <br /> 2. Grant Line Road(new)east of Byron Road <br /> Implementation of the following mitigation measures would reduce the cumulative impacts at the <br /> segments of Tracy Boulevard and Grant Line Road to less-than-significant levels. <br /> Mitigation Measure TRAFFIC-4: Tracy Boulevard(north of Lammers Road) shall be widened, as <br /> necessary,from two to four travel lanes to accommodate cumulative, regional traffic volume increases <br /> The County shall initiate discussion and coordinate with the City of Tracy regarding the <br /> improvements. This widening project shall be added to the San Joaquin County TIMF once <br /> improvement designs and cost estimates are completed,then development within Mountain House <br /> shall pay its fair share of the improvements through participation in the TIMF by paying TIMFfees at <br /> issuance of building permits. <br /> Mitigation Measure TRAFFIC-5: One of the following options shall be implemented for New Grant <br /> Line Road when constructed east of Byron Road. <br /> Option 1: Widen Grant Line Road from jour to six lanes, as necessary, to accommodate cumulative, <br /> regional traffic volume increases. The County shall initiate discussion and coordinate with the City of <br /> Tracy regarding financing the improvements should the City of Tracy adopt the widening project in <br /> the future. Development within Mountain House will then pay its fair share of the improvements <br /> through participation in any County financing, such as the TIMF, by paying any such fees at issuance <br /> of building permits. <br /> Option 2: Change the level of service standard for the segment similar to Mitigation Measure <br /> M4.125(e) in the Master Plan EIR This allows the use of LOS D rather than LOS C as the threshold <br /> of significance. <br /> Status of Cumulative Traffic Models <br /> The travel demand models used to estimate both year 2000 and 2010 project impacts in the Master Plan <br /> EIR were not available for this assessment. Rather, San Joaquin County has updated the former models. <br /> For this assessment, an extensive review of the land use assumptions within San Joaquin County and the <br /> C:UoeSWCVNMAL MUDrRNAL NnIAL=Y-PARn.D0C(721100) 60 V.F.
