MOUNTAIN HOUSE NEIGHBORHOOD"F"PROJECT INITIAL.STUDY <br /> As part of the findings for the 1994 Master Plan EIR, the project sponsor was required to participate in the <br /> study and construction of improvements on I-205 (MP 9.2, Imp. b)and shall also participate on a fair share <br /> basis in the addition of HOV lanes to 1-205 (MP 9.2, Imp. e). The first step in the development of <br /> improvements within the Caltrans right-of-way is the development of a Project Study Report/Project Report <br /> (PSR/PR). The purpose of the Combined PSR/PR is to streamline the project development process by <br /> providing for the preparation of a single engineering report for non-complex,non-controversial State highway <br /> projects that are funded by others and that cost over$1,000,000 for construction. The Combined PSR/PR <br /> eliminates the separate processing of a PSR and should expedite project delivery. It constitutes project <br /> approval to proceed with design and as such serves as the project report. Although one report is prepared, it <br /> is expected that the report will address issues affecting operation,maintenance, and any potential tort liability <br /> on the State highway, and that the proposed work will conform to current Caltrans policies, practices and <br /> standards. <br /> Implementation of the following mitigation measures would reduce project impacts to segments of <br /> Mountain House Parkway and Mascot Boulevard to less-than-significant levels: <br /> Mitigation Measure TRAFFIC-1: The project sponsor shall fund the preparation of a Project <br /> Study Report(PSR)for the I-205 interchange at Mountain House Parkway prior to the approval of <br /> the first final map. The determination of the level of service within the interchange shall be <br /> evaluated as part of the project's annual monitoring program. The monitored level of service shall <br /> be consistent with the procedures established in the Highway Capacity Manual LOS D is the <br /> adopted threshold for the acceptable operation of the interchange In the event that project-related <br /> traffic causes the levels of service to reach the LOS D threshold before reaching LOS E, issuance of <br /> building permits shall cease until necessary improvements to maintain the level of service are <br /> implemented. <br /> Mitigation Measure TRAFFIC-2: A 250-to 500 foot four-lane section, as adequate to <br /> accommodate traffic volumes,shall be provided on both the northbound and southbound <br /> approaches of Mountain House Parkway at Grant Line Road and Mascot Boulevard The <br /> j implementation of these improvements shall be evaluated annually as part of the project's annual <br /> monitoring program. The monitored levels of service shall be consistent with the procedures for <br /> capacity analysis as established in the Highway Capacity Manual However, once the intersection <br /> level of service reaches the LOS D threshold before reaching LOS E, these improvements shall be <br /> constructed prior to the issuance of any additional residential building permits. <br /> Mitigation Measure TRAFFIC-3: The intersection of Mascot Boulevard and Mountain House <br /> Parkway shall be improved to provide two northbound, left-turn lanes on Mountain House <br /> Parkway. In addition, the free-right turn recommended on the eastbound approach shall be <br /> constructed such that the traffic using this lane merges into southbound Mountain House Parkway <br /> traffic into a separate travel lane Therefore, a southbound acceleration lane located south of <br /> Mascot Boulevard shall be provided to insure a smooth and unrestricted transition onto Mountain <br /> House Parkway. To accommodate the northbound dual left-turn lanes, Mascot Boulevard shall be <br /> constructed as a four-lane facility between Mountain House Parkway and the first residential <br /> access point to the west of DeAnza Boulevard. <br /> C'JOMICUNRUL=Y\FINALINMAL=Y-PARn.WC(7/22=) 59 V.F.
