MOUNTAIN HOUSE NEIGHBORHOOD"F"PROJECT INITIAL STUDY <br /> Sight Distances, Left Turn Storage,and Access Along Mountain House Boulevard <br /> Mountain House Boulevard is intended to be a major collector roadway with median openings and up to <br /> four travel lanes. Given the potential travel speeds that may occur along Mountain House Boulevard, it is <br /> recommended that exiting left turn movements be restricted to major intersections. To insure safety along <br /> Mountain House Boulevard for vehicles exiting from adjacent development onto Mountain House <br /> Boulevard, it is recommended that existing vehicle movements between major intersections be restricted <br /> to right-turn in and right-turn out only. <br /> Condition of Approval TRAFFIC-2:Access and egress to the multifamily residential and <br /> commercial sites on the north side of Mountain House Boulevard shall be restricted to right turn <br /> in and right turn out wherever possible. <br /> e) Result in inadequate emergency access? <br /> The Neighborhood"F"traffic assessment conducted by Optrans includes Mascot Boulevard, DeAnza <br /> Boulevard, Mountain House Boulevard, Wickland Crossing, Heritage Drive, Legacy Lane, Providence <br /> Street and Transition Street as the major collector and arterial roadway system for the subdivision. The <br /> Optrans study also suggests that Central Parkway not be constructed between Mascot Boulevard and <br /> Mountain House Boulevard. While it is true that the residential units that are located along Central <br /> Parkway shall have access via a system of alleys, it would appear reasonable to provide more connectivity <br /> around the subdivision for emergency access. <br /> Condition ofAnnroval TRAFFIC-3: The eastern half of Central Parkway shall be constructed <br /> between Mascot Boulevard and Mountain House Boulevard when required by the County, CSD <br /> or Fire Marshall for adequate circulation and emergency access, but not later than prior to <br /> approval of the first final map in Neighborhood "F"containing housing units that face on <br /> Central Parkway. <br /> Result in inadequate parking capacity? <br /> No parking demand or supply data were provided for this assessment. It is assumed that the project would <br /> comply with Mitigation Measure 4.14-7(a)and 4.14-7(b) of the Master Plan EIR that relate to parking <br /> demand and supply as well as the development of shared parking opportunities within the development. <br /> S) Conflict with adopted polices,plans, or programs supporting alternative transportation(e.g., bus turnouts, <br /> bicycle racks)? <br /> Based upon the preliminary pedestrian, bicycle and transit plan, there is only one bus stop within the <br /> residential portions of Neighborhood"F". There are two transit stops shown on DeAnza Boulevard near <br /> Wickland Crossing, however, it is not clear what component of the transit ridership these stops are <br /> serving. Additional bus stops at the neighborhood park and along collectors at pedestrian corridor <br /> intersections could encourage increased transit ridership. In addition, there does not appear to be any <br /> recommendation for park and ride facilities as part of the development of Neighborhood"F".
