Substantially increase hazards due to a design feature(e.g., sharp curves or dangerous intersections)or <br /> incompatible uses(e.g.,farm equipment)? <br /> PedestrianNehicle Conflicts <br /> The Master Plan for the Mountain House Community stresses design guidelines that require an extensive <br /> network of pedestrian and bicycle facilities. A review of the preliminary site plan for the school and park <br /> sites at the western end of Wickland Crossing found that the pedestrian corridors between the adjacent <br /> residential areas and the school do not line up. Further, no traffic control for these pedestrian crossings is <br /> indicated on the preliminary plan, but would be required as standard conditions of approval. Thus, the <br /> potential impacts related to pedestrian safety are considered less than significant and thereby will be the <br /> subject of standard conditions of approval and specialized conditions of approval to address midblock <br /> crossings. <br /> In the November 1999 issue of the ITE Journal, an article on vehicle speeds in school zones was <br /> published. The article concluded that a significant proportion of vehicles were measured at excessive <br /> speeds through school zones during times when children were likely to be in proximity to the road. <br /> Further, excessive speeds occurred predominantly at schools with faster approach speed limits,while <br /> slower approach speed limits were associated with better speed compliance. This finding resulted in the <br /> recommendation that new school construction on roads with higher speed limits should be discouraged. <br /> Finally, school-zone speed limit signs with flashing lights were effective in slowing vehicles. Over the past <br /> few years, many jurisdictions have constructed in-roadway crosswalk warning systems. The California <br /> Traffic Control Devices Committee is currently evaluating these types of devices for adoption. The less- <br /> than-significant impacts discussed can be reduced through the implementation of the following project <br /> condition of approval. <br /> Condition of Approval TRAFFIC-]:' <br /> RAFFIC1:- To insure a higher level of pedestrian safety within the <br /> community near the school, the following elements shall be included within the Neighborhood <br /> "F"improvement plans and/or the subdivision design prior to approval of the first final map: <br /> 1. Redesign the placement of the pedestrian corridors either within the school or within the <br /> adjacent residential areas so that both sides of the pedestrian corridors line up. <br /> 2. Provide a speed table(raised intersection)mid-block where the pedestrian corridor crosses the <br /> collector street. The speed table should be a minimum of 25 feet in width. The transition <br /> between the normal street elevation and that of the speed table shall be designed using <br /> standards consistent with speed hump designs. However, the lineal distance for the transition <br /> shall be extended as necessary to insure safe operation for emergency vehicles. <br /> 3. The safety adequacy of the speed table shall be evaluated by the CSD at or before the <br /> construction of the 500`h and 900"'single-family residential units within Neighborhood "F". If <br /> warranted to provide for additional pedestrian safety,flashing lights shall be installed at the <br /> corner of the raised intersection and/or an in-roadway crosswalk lighting warning system shall <br /> be installed along the edges of the speed table <br /> 4.
