Where available,the significance criteria established <br /> by the applicable air quality management or air pollution control district <br /> may be relied upon to make the following determinations. Would the <br /> project: <br /> a) Conflict with or obstruct implementation of the applicable air <br /> quality plan? <br /> b) Violate any air quality standard or contribute substantially to an 71 <br /> existing or projected air quality violation? <br /> c) Result in a cumulatively considerable net increase of any criteria 13 <br /> pollutant for which the project region is non-attainment under an <br /> applicable federal or state ambient air quality standard(including <br /> releasing emissions which exceed quantitative thresholds for ozone <br /> precursors)? <br /> d) Expose sensitive receptors to substantial pollutant concentrations? O <br /> e) Create objectionable odors affecting a substantial number of <br /> people? <br /> Environmental Checklist Explanations <br /> a) Conflict with or obstruct implementation of the applicable air quality plan? <br /> The EPA requires the State to prepare a State Implementation Plan for each criteria air pollutant when the <br /> National Ambient Air Quality Standard(NAAQS) is not attained. The State Implementation Plan for each <br /> nonattainment air pollutant is comprised of plans submitted from different air districts. In addition, the <br /> California Clean Air Act requires the San Joaquin Valley Unified Air Pollution Control District <br /> (SJVUAPCD)to prepare a clean air plan that addresses attainment of the State ozone standard. As a <br /> result, the SJVUAPCD has prepared and implements specific plans to meet the applicable laws, <br /> regulations, and programs. Among them are the 1997 PM-10 Attainment Demonstration Plan, the 1997 <br /> triennial update to the Ozone Attainment Plan (that address the more stringent State standards)and the <br /> 1994 Ozone Attainment Demonstration Plan(that addresses the Federal ozone standard). The <br /> SJVUAPCD has also developed CEQA guidelines to assist lead agencies in evaluating the significance of <br /> air quality impacts. <br /> In formulating its compliance strategies, the SJVUAPCD relies on planned land uses established by local <br /> general plans. Population and employment projections made in General Plans are typically the basis for <br /> Clean Air Plan strategies to reduce regional ozone levels. Land use patterns influence transportation <br /> needs, and motor vehicles are the primary source of air pollution. Projects proposed in jurisdictions with <br /> General Plans that are consistent with the SJVUAPCD Clean Air Plan and projects which conform to <br /> those General Plans would be considered to conform to the Clean Air Plan.
