MOUNTAIN HOUSE NEIGHBORHOOD'T"PROJECT INITIAL STUDY
• Ensure that toluene levels detected in soil tests are safe, or remove and properly dispose of the
required amount of soil based on the Preliminary Endangerment Assessment(PEA)prior to
construction.
e) For a project located within an airport land use plan or, where such a plan has not been adopted, within two
miles of a public airport or public use airport, would the project result in a safety hazard for people residing
or working in the project area?
The project site is not within the boundaries of an airport land use plan. The nearest airport is the East
Contra Costa County Airport that is 5 miles northwest of the project site and thus does not create public
safety impacts. A preliminary draft of the "Contra Costa County Airport Land Use Compatibility Plan"
(ALUCP)(May 2000)shows a portion of the Mountain House in Zone "D" which is intended to indicate
zones where structures greater than 100 feet in height should be reviewed to ensure that no safety concerns
exist. No structures in the project site would be allowed to exceed 100 feet in height. (See Appendix C)
J) For a project located within the vicinity of a private airstrip, would the project result in a safety hazard for
people residing or working in the project area?
Refer to the response to(e)above.
1) Impair implementation of or physically interfere with an adopted emergency response plan or emergency
evacuation plan?
The project would not interfere with an adopted emergency response plan or evacuation plan as it would
be developed in an area currently in agricultural use. An Emergency Operations Plan(San Joaquin
County, 1998)prepared for the project addresses all forms of emergency response, the responsible parties,
and communication protocols.
h) Expose people or structures to a significant risk of loss, injury or death involving wildland fires, including
where wildlands are adjacent to urbanized areas or where residences are intermixed with wildlands?
The project site is not located in an area associated with wildland fires due to the predominance of
agricultural operations at and around the project site.
Data Sources for Hazards Analysis
Condor Earth Technologies, Inc. 2000.
