MOUNTAIN HOUSE NEIGHBORHOOD"F"PROJECT INITIAL STUDY <br /> pool operator shall prepare a training manual for review and approval by Countyfire and/or <br /> environmental health personnel. The design of the sanitation system shall be reviewed and <br /> approved by the County prior to issuance of the building permit for the proposed pool. <br /> d) Be located on a site which is included on a list of hazardous materials sites compiled pursuant to Government <br /> Code Section 65962.5 and, as a result, would it create a significant hazard to the puhlic or the environment? <br /> The site is not included on a list of hazardous materials sites compiled pursuant to Government Code <br /> Section 65962.5. A farmhouse in the northeast corner of the site would be removed for project <br /> construction. An asbestos survey was performed for this house by Mr. James J. Butler(Certified Asbestos <br /> Consultant 97-2126) of Preferred Associates, LLC, Asbestos and Lead Consulting in April, 2000. <br /> Samples were collected and relatively small quantities of floor tile and sheet vinyl flooring containing <br /> asbestos were identified. Appropriate handling and disposal by the demolition contractor shall be required <br /> at the time of structural removal. Because the chrysotile is incorporated within the matrix of the sheet <br /> products, and generally non-friable, it was determined by the applicant's consultant that the abatement <br /> concerns were minor. <br /> Based on a site survey completed by Condor Earth Technologies, Inc. in 1998, additional soil and <br /> groundwater testing was completed in the area of the identified underground storage tank. The tank was <br /> removed in 1999 and appropriate testing was completed. Laboratory analyses indicated that none of the <br /> requested petroleum-related analytes were detected at or above the laboratory-reported detection limits in <br /> the soil sample collected from below the former underground tank. It was recommended that the site be <br /> considered for closure. <br /> New California legislation, effective January 2000, requires a Preliminary Endangerment Assessment <br /> (PEA)to be performed under the review of the California Environmental Protection Agency, Department <br /> of Toxic Substances Control (DTSC), for those sites which may pose a hazard risk to students. DTSC has <br /> assumed that all Central Valley sites that have been historically farmed pose a potential hazard risk, <br /> regardless of the results of any Environmental Site Assessment done at a proposed school site. A <br /> Preliminary Endangerment Assessment was undertaken(May 2000) for the Neighborhood"I"' school site, <br /> with DTSC review expected by July 2000. A Condition of Approval is recommended below to clarify <br /> that the school shall comply with any requirements of the DTSC if any potential hazards are identified. <br /> Based on preliminary fmdings, the consultants for the PEA found no significant levels of hazardous <br /> materials at the school site. <br /> Condition of Approval HAZ-2: Prior to issuance of any grading permits, the applicant shall <br /> provide proof for the County Building Department that the demolition of the farmhouse in the <br /> northeast corner of the site shall be conducted with proper handling and disposal for materials <br /> containing identified asbestos, if any. <br /> Condition of Approval HAZ-3: The Lammersville School District shall comply with any <br /> requirements established by the Department of Toxic Substances Control(DTSC)for any <br /> hazardous materials at the proposed school site. Proof of such compliance shall be provided to the <br /> County Building Department prior to the issuance of building permits for the school. <br /> Condition of Approval HAZ-4: Based on the results of the 1998 study by Condor, the following <br /> measures shall be implemented prior to approval of the Final Subdivision Map: <br /> • Remove water well at northeast of site(proposed Lot 985)as per statement on Tentative Map. <br /> • Remove tailwater pond located within the site. <br /> C:UOB=CUN(ML S MYTrNAUNU ALMMY-PARTIDOC(71MDO) 104 V.K.HAZARDS <br />
