MOUNTAIN HOUSE NEIGHBORHOOD"F"PROJECT INITIAL STUDY <br /> M. RECREATION <br /> In compliance with the Master Plan, the CSD has entered a formal agreement with the Lammersville <br /> Unified School District regarding joint use of the neighborhood park and recreation facilities and school <br /> facilities. This joint use agreement was submitted as part of the application for this project. A "Parks, <br /> Recreation and Leisure Plan" was prepared by the Mountain House CSD in 1997 but is under revision and <br /> has not yet been adopted. This Plan is to address detailed programs for community parks as well as <br /> neighborhood parks. One of the Master Plan Implementation measures is that the first-phase development <br /> of interim sports fields for team play shall be provided prior to issuance of the 800`h dwelling unit permit. <br /> Thus, this would be required prior to completion of the project. <br /> Environmental Checklist <br /> Potentially <br /> Significant <br /> Potentially Unless Less Than <br /> Significant Mitigation Significant No <br /> Impact Incorporated Impact Impact <br /> RECREATION <br /> a) Would the project increase the use of existing neighborhood and <br /> regional parks or other recreational facilities such that substantial <br /> physical deterioration of the facility would occur or be <br /> accelerated? <br /> b) Does the project include recreational facilities or require the <br /> construction or expansion of recreational facilities which might <br /> have an adverse physical effect on the environment? <br /> Environmental Checklist Explanations <br /> a) Would the project increase the use of existing neighborhood and regional parks or other recreational <br /> facilities such that substantial physical deterioration of the facility would occur or be accelerated? <br /> With a potential new population in this area of the County of over 3,000 persons, demands for <br /> neighborhood and regional parks would increase due to the buildout of the residential area of the project. <br /> This project would include a 5-acre neighborhood park, a 1.5-acre recreational facility (swimming pool)to <br /> serve this first phase of development, and 15 acres of temporary sports fields. The Master Plan clearly <br /> identifies policies for a 5-acre neighborhood park to serve each of the 12 proposed Mountain House <br /> neighborhoods, with such parks to be located on collectors and generally within on-half mile of residences <br /> of the surrounding community. These parks are also to be located adjacent to K-8 schools, which has been <br /> done for this project. <br /> Temporary playing fields have been identified as part of Neighborhood"F", to be located at the north <br /> edge of the project,just north of the proposed high density residential development. These fields would <br /> cover a total of about 15 acres. <br /> No community parks are proposed for construction at this time except for the temporary sports fields. The <br /> primary proposed community park(as identified in the Parks, Recreation and Leisure Plan) is the <br /> Mountain House Creek Parkway which is not proposed for construction until development is proposed <br /> adjacent to the creek.
