San Joaquin County Record Center - 5 - 6 May 2022 <br />630 North California Street <br />Stockton, San Joaquin County <br />hydrocarbons were not detected in shallow soil samples collected during the July <br />2019 sampling event, and the concentration of benzene in groundwater is less <br />than 100 ug/L. Based on current Site conditions, the Site meets screening levels <br />outlined in Appendix 3, Scenarios 3a of the LTCP. <br />3. Direct Contact and Outdoor Air Exposure Criteria - No analyzed petroleum <br />constituents were detected in shallow soil above the residential land use <br />screening levels outlined in Table 1 of the LTCP. <br />CONCLUSION <br />The Site's former UST system was abandoned in place. The property is currently <br />utilized as the San Joaquin Country Records Center and land use is not expected to <br />change. Petroleum hydrocarbons are below LTCP threshold values in soil and <br />groundwater. Residual petroleum hydrocarbons in groundwater are expected to <br />continue to attenuate naturally without migrating beyond the current extent. Surface <br />water bodies are not located within 1,000 feet of the Site property, and the closest <br />supply wells to the Site are located approximately 1,730 feet east of the Site property. <br />Therefore, the remaining petroleum constituents are unlikely to pose a threat to human <br />health or further impact waters of the State as they attenuate. Additionally, the Site <br />meets the criteria for case closure as outlined in the State Water Board's LTCP. Active <br />remediation or monitoring related to the unauthorized release of petroleum <br />hydrocarbons to the groundwater are not warranted, and Central Valley Water Board <br />staff concurs with Condor's recommendation for regulatory closure as a low risk site. <br />RECEIVED <br />JUN 17 2022 <br />ENVIRONMENTAL HEALTH <br />DEPARTMENT
