Region 9 <br />75 Hawthorne St. <br />San Francisco, CA 94105 <br />Dear Sir / Madam: <br />This report is being submitted with regards to the receipt of an unmanifested waste received <br />at the Calgon Carbon Stockton Warehouse at 3200 East Eight Mile Road - Building One <br />Stockton, CA 95212. The Calgon Carbon warehouse facility receives non-hazardous spent <br />activated carbon to prepare for shipment to one of several reactivation plants owned by <br />Calgon Carbon. <br />A particular spent carbon stream was delivered to our facility on November 10, 2020. That <br />spent carbon has historically tested as non-hazardous. We unloaded the material and stored <br />it for further shipment to our reactivation facility. Simultaneously. during the time which these <br />loads were received. Calgon Carbon was conducting a standard waste profile verification, as <br />is conducted periodically on non-hazardous streams. During the verification, analytical <br />identified a previously non-detected concentration of vinyl chloride. It was detected at <br />concentrations high enough to deem the material hazardous waste. <br />Upon this discovery, the customer was contacted. The material was marked and segregated. <br />and the customer arranged to have the material manifested back to their facility to arrange for <br />ultimate disposal.
