I'm passing on a possible hazardous waste issue regarding Chevron in Contra Costa
County. Claudia Muro of my department and myself are working with Tony Feliciano of the company Calgon in our
County. Calgon treats waste water with granulated carbon at client sites and regenerates the carbon, when
possible. Sometimes the carbon is too contaminated to regenerate.
Tony passed on a case where Chevron in Richmond sent a load of spent carbon to Calgon in San Joaquin County and it
was high in vinyl chloride. The load was hauled back to Richmond for storage until disposal. I'm not sure if the vinyl
chloride exceeded the RCRA TCLP level of 0.2 mg/I since I don't have the test results. Details are in the email string.
I just wanted your CUPA to know that Chevron may be generating hazardous waste at the Castro Street address below.
Contact me with any questions,
Garrett Backus, Ld.
