A Kuraray Company <br />November 13, 2020 <br />Claudia Muro <br />San Joaquin County EHD <br />[Address 1] <br />[Address 2] <br />Dear Ms. Muro: <br />Per your request in the Notice to Abate dated 11-03-2020, the following is a description of the materials on site, <br />processes, and waste generating activities at the Calgon Carbon Stockton warehouse (facility) in Stockton, CA. <br />The facility has two functions, to receive and repackage non-hazardous spent carbon for the purpose of sending to <br />our reactivation facilities, and to store clean, unused activated carbon until which time it is needed at a customer site. <br />No chemical processes take place at the facility. Carbon reactivation or disposal does not take place at this facility. <br />All carbon is shipped off site either to a permitted landfill or one of our reactivation facilities. <br />Spent activated carbon is received in bulk trucks, and is offloaded into large woven bags (super sacks). These super <br />sacks are stored at the facility until there is an adequate volume of them for shipping, and then they are sent to one <br />of our reactivation plants, typically our operations in Gila Bend, AZ. Residual water from these spent carbons <br />sometimes releases from the carbon during transportation, and is captured at the facility and held in vessels until it <br />can be collected by a carrier and sent for disposal. <br />The only other wastes from the facility are as follows; emptied super sacks, packaging material (boxes and pallets), <br />floor sweepings, office waste, and an occasional spent carbon waste stream that does not pass quality requirements <br />for reactivation. The spent carbon waste stream is sent to a permitted landfill (identified on the attached waste <br />shipping documents).
