§ 1.0 INTRODUCTION AND PROPOSED DEVELOPMENT <br />This Surface and Subsurface Contamination Report (SSCR) contains the results of my <br />investigative findings for the subject property referenced on the Title Page. This report was <br />prepared for Mr. Anthony Ghio of Fairchild Ghio, LP as the property representative, and The San <br />Joaquin County Environmental Health Department (EHD). Mr. Zack Wong, PE, President of <br />Wong Engineers, Inc. is the engineer -of -record for this project. <br />The purpose of this Report was to investigate and identify real or potential surface and <br />subsurface contamination existing within, or around the entire subject property in accordance <br />with EHD guidelines. <br />Within the text of this Report, bolded Section (§) numbers are referenced at the beginning of an <br />applicable Section number, sentence, paragraph or Appendix that corresponds with the EHD <br />Requirements Checklist for Surface and Subsurface Contamination Reports. <br />According to the San Joaquin County Development Title, a Surface and Subsurface <br />Contamination Report is required at the time of Tentative Map submittal. The Development <br />Title, Section 9-905.12 (a) states "A Surface and Subsurface Contamination Report shall identify <br />any potential sources of surface and subsurface contamination caused by past or current land <br />uses." The report shall include evaluation of nonpoint sources of hazardous materials such as <br />agricultural chemical residues and nitrate concentrations in the underlying groundwater. <br />Potential point sources include pipelines, fuel tanks, hazardous discarded items, past on-site <br />septic systems, agrichemical mixing sites/applications, and electrical transformers. No chemical <br />analysis was conducted by Chesney Consulting for this investigation, nor was there testing for <br />asbestos containing materials (ACMs) within the structures on the property. <br />Interpretation of County Ordinance Section 9-905.12 (a) has been to focus on the property <br />exclusively, unless it is documented or observed that an environmental concern in close <br />proximity to the property could potentially affect said property. <br />The Surface and Subsurface Contamination approaches, but does not encompass the <br />requirements of a Phase I Environmental Site Assessment (ESA) as issued by the (formerly) <br />American Society of Testing and Materials (ASTM E-1527-05). The Environmental Health <br />Department recognizes that the Surface and Subsurface Contamination Report is not intended to <br />completely fulfill the requirements of a Phase I ESA. The Department does however, maintain <br />that certain components of the Phase I ESA may be applicable to the SSCR, as follows: <br />Section 7.1.7 of the ASTM Document states under "Sources of Standard Source Information," that <br />"information or other record information from government agencies may be obtained directly from <br />appropriate government agencies or from commercial services." This report utilizes the services of <br />Environmental Record Search (ERS), which is a commercial provider of environmental <br />information. <br />Page -2- <br />Chesney Consulting <br />
