§ 1.1 The Assessor's Parcel Number (APN) Map and the District Viewer Map found in Appendix A
illustrates the location and orientation of the subject Parcel.
SJC District Viewer Map indicates the subject Parcel is 0.50 acres and is located within
the Stockton City Limits, near the Stockton Diverting Canal and Cherokee Lane, west of
Highway 99. Domestic water for the property is currently served by Cal Water and
stormwater and sewer is currently provided by the City of Stockton (ESSSP).
It is desired by Mr. Ghio to subdivide the subject Parcel into three Parcels, as illustrated on
the Plot Plan found in Appendix B. It is proposed by Mr. Ghio to construct one Single
Family Residence (SFR) on two of the three open proposed Parcels after the minor
subdivision is completed by Wong Engineers.
Present land use of the property can be observed by the most recent aerial Google Map
found in Appendix A and photographs of the property. The Parcel has an SFR with an
enclosed rear patio, an outbuilding that appears to have been used for a plastering/painting
business, a chicken coop and a dog kennel.
Located in Appendix E, are documents in the EHD files pertaining exclusively to the
subject property. The first document is a septic system installation; the second a septic
system addition; the third, another repair; and the last permit is for the septic tank
destruction when the property was connected to City sewer.
The second EHD document, dated June 15, 2005, references "open, pump, and backfill the
septic tank, seepage pit or excavation permit and inspection by the EHD."
There are no observed soil depressions, as illustrated in the Photographic Plates.
§ 1.2 The Tentative Map is in the process of being prepared by Zack Wong, PE of Wong
Engineers. Upon submittal of this report to EHD, the EHD Service Request Form will be
used for Tentative Map submittal.
§ 1.3 The District Viewer Map denoting the location of the property is found in the Appendix A.
§ 1.4 The photographic plates found in Appendix G illustrate the current status of the property
and the items observed on the Parcel.
§ 2.0 PAST, PRESENT AND PROPOSED FUTURE USES OF THE SITE
§ 2.1 In an effort to determine past uses of the subject property, Premium Aerial Photo Research
pictures were obtained from ERS and are found in Appendix C. Years with significant
changes to the property were 2014, 2002, 1993, 1984, 1976, 1967, 1954, and 1930. Each
photo distinctly shows the open area of the property. However, the 1930 photo illustrates
some type of indeterminable, methodical soil surface disturbance, presumably some type
of agricultural operation.
Page -3-
Chesney Consulting
