PA-02-409 OF LINNE <br /> ESTATES, LLC (C/O DILLON & MURPHY) (APN: 248-080-14, 16, 17, <br /> 20, 22, 33, 34 & 248-090-09) <br /> The applicant is proposing to subdivide 60.17 acres into seventy-seven (77) residential <br /> lots, a one (1) acre for a storm pond, a five (5) acre parcel for a sewage treatment plant, <br /> and a sixteen (16) acre "designated remainder." <br /> The 77 residential lots and 1-acre storm pond parcel are located on the north side of <br /> Linne Road, 444 feet west of Chrisman Road, east of Tracy. The 5-acre parcel and 16 <br /> acre designated remainder are located on the southwest corner of Bates Road and <br /> Chrisman Road, northeast of the residential portion of the subdivision. <br /> The parcels along Linne Road are designated R/VL (Residential-Very Low Density) and <br /> zoned R-VL (Residential-Very Low Density). The site to the northeast is currently <br /> designated and zoned R/R & R-R (Rural Residential), respectively. The site is currently <br /> under review to amend the General Plan designation and zoning to R/VL (PA-02-272) <br /> and R-VL (PA-02-277), respectively. <br /> Traffic Study <br /> The Department of Public Works is requiring that a traffic study be prepared. The Initial <br /> Study cannot be completed until the results of the traffic study have been reviewed by <br /> the Department of Public Works. <br /> Noise <br /> In April of 1999, a Noise Analysis was prepared by Insite Environmental for Major <br /> Subdivision SU-99-1 (Castello Estates). The study indicated that railroad noise levels <br /> generated by the Union Pacific Railroad were calculated by data traffic provided by <br /> Union Pacific for the former Western Pacific line adjoining [Castello Estates], a major <br /> connection between the San Francisco Bay Area and the Central Valley. Because <br /> Castello Estates is adjacent to the north side of the railroad and the proposed project is <br /> adjacent to the south side of the railroad, it has been determined that the Insite <br />
