GP-01-2 OF <br /> CLARICE VASCONCELOS (C/O LINNE ESTATES). <br /> The applicant has submitted the above referenced pre-application to change the General <br /> Plan designation and Zone classification of six parcels totaling 53.18 acres from Rural <br /> Residential (R/R; R-R) to Very Low Density Residential (RNL; R-VL). If approved, the <br /> applicant would submit a Major Subdivision application to create 41 one (1) acre lots. <br /> The surrounding properties to the north and west currently have a General Plan <br /> designation of R/R. The property to the east has a General Plan designation of C/N <br /> (Neighborhood Commercial). The properties across Linne Road, to the south, have a <br /> General Agriculture (A/G) General Plan designation. There are no parcels in the vicinity <br /> that have an R/VL General Plan designation or are zoned R-VL. <br /> The project site is located within the unincorporated portion of the urban community of <br /> Tracy, on the north side of Linne Road, 400-feet west of Chrisman Road, south of Tracy. <br /> In order to recommend that a General Plan Map Amendment be approved, the Basis for <br /> General Plan Amendment must be made in the affirmative. That is, it must be <br /> determined that the internal consistency of the General Plan is maintained in the <br /> adoption of the General Plan Amendment. This means that the proposed change must <br /> be consistent with all of the various General Plan goals, policies and objectives. <br /> General Plan Locational Criteria <br /> The proposal to redesignate the project site to R/VL appears to be consistent with the <br /> General Plan Locational Criteria. The General Plan contains specific criteria for the <br /> location of RNL areas (VA, p.IV-18). The criteria states that RNL areas are... <br /> "Appropriate in urban communities for large lot development, or within communities <br /> around sensitive natural resources, or on the fringe of urban areas." The project area is <br /> located in the unincorporated area within the urban community of Tracy, and is located <br /> on the fringe of an urban area (less than one mile from the city limit of the City of Tracy). <br /> Therefore, the proposal does appear to be consistent with this General Plan policy. <br />
