General Plan Infrastructure Services Requirements <br /> The proposal to redesignate the project site to RNL appears to be inconsistent with the <br /> General Plan Infrastructure Services Policies relative to the provisions of public services. <br /> The General Plan contains specific infrastructure requirements for wastewater treatment, <br /> water supply, and stormwater drainage (pg. IV-63, 66, 70). Very Low Residential areas, <br /> located within an Urban Community, require connection to public services. The subject <br /> site is not located in the County Service Area, and the project area currently does not <br /> have access to a public water system, public wastewater or storm drainage services. <br /> Therefore, this proposal does not appear to be consistent with General Plan service <br /> requirements. <br /> Bases for Zone Reclassification <br /> In order to recommend that a Zone Reclassification be approved, the Community <br /> Development Department must determine that a request for a zone reclassification is <br /> "...consistent with the General Plan, any applicable Master Plan, and any applicable <br /> Specific Plan," and "...is reasonable and beneficial at the time." Because this project <br /> does not appear to be consistent with the General Plan Infrastructure Services <br /> Requirement, it does not appear that the finding for General Plan consistency can be <br /> made for the zone reclassification. <br /> Will-Serve Letters <br /> Development Title Section 9-1100.3[d] states that development applications or zone <br /> reclassification applications shall be accepted only if the developer provides a written <br /> statement to the County from the agency expected to provide any required service that <br /> the agency will serve the proposed development project or has, or will have, the capacity <br /> to provide such service at the time of development. Therefore, at the time of the <br /> application for Zone Reclassification, the applicant must provide documentation, in the <br /> form of will-serve letters, stating that a public wastewater treatment system, a public <br /> water system and a public storm drainage system will be provided to the serve the <br /> subject property. Will serve letters are only required from nor-county agencies. <br /> NOTE: The pre-application conference is designed to inform prospective applicants of <br /> General Plan consistency, zoning consistency, public improvement requirements, <br /> preliminary design constraints and opportunities, and major environmental and safety <br /> issues. This information is provided in the hope of assisting the applicant in submitting a <br /> better and more complete application, as well as minimizing processing time. It is not <br /> intended to be an in-depth analysis, and an environmental assessment is not completed. <br /> The applicant should be aware that a detailed review will not be done until the full <br /> application is submitted.
