General Plan Infrastructure Services Requirements The proposal to redesignate the project site to RNL appears to be inconsistent with the General Plan Infrastructure Services Policies relative to the provisions of public services. The General Plan contains specific infrastructure requirements for wastewater treatment, water supply, and stormwater drainage (pg. IV-63, 66, 70). Very Low Residential areas, located within an Urban Community, require connection to public services. The subject site is not located in the County Service Area, and the project area currently does not have access to a public water system, public wastewater or storm drainage services. Therefore, this proposal does not appear to be consistent with General Plan service requirements. Bases for Zone Reclassification In order to recommend that a Zone Reclassification be approved, the Community Development Department must determine that a request for a zone reclassification is "...consistent with the General Plan, any applicable Master Plan, and any applicable Specific Plan," and "...is reasonable and beneficial at the time." Because this project does not appear to be consistent with the General Plan Infrastructure Services Requirement, it does not appear that the finding for General Plan consistency can be made for the zone reclassification. Will-Serve Letters Development Title Section 9-1100.3[d] states that development applications or zone reclassification applications shall be accepted only if the developer provides a written statement to the County from the agency expected to provide any required service that the agency will serve the proposed development project or has, or will have, the capacity to provide such service at the time of development. Therefore, at the time of the application for Zone Reclassification, the applicant must provide documentation, in the form of will-serve letters, stating that a public wastewater treatment system, a public water system and a public storm drainage system will be provided to the serve the subject property. Will serve letters are only required from nor-county agencies. NOTE: The pre-application conference is designed to inform prospective applicants of General Plan consistency, zoning consistency, public improvement requirements, preliminary design constraints and opportunities, and major environmental and safety issues. This information is provided in the hope of assisting the applicant in submitting a better and more complete application, as well as minimizing processing time. It is not intended to be an in-depth analysis, and an environmental assessment is not completed. The applicant should be aware that a detailed review will not be done until the full application is submitted.
