The project site is located within the Urban Community of Tracy and is located within the boundary of <br /> County Service Area 44. The General Plan (V1, p. IV-62-64) states that for RNL areas located within <br /> an Urban Community, a public wastewater system is required. The public wastewater treatment <br /> system shall be provided by an existing public agency. Also, Development Title Section 9-1105.3[a] <br /> requires that subdivisions creating parcels less than 2 acres connect to a public wastewater system. <br /> Development Title Section 9-1100.3[d] states that Zone Reclassification applications shall be <br /> accepted only if the developer enters into an agreement with the County agency expected to provide <br /> the required services. The County Service Area (CSA) must have, or will have, the capacity to <br /> provide such service at the time of development. <br /> Water Supply: <br /> The Department of Public Works has determined that CSA 44 will provide the required services for a <br /> water supply system. A Master Water Plan shall be prepared and approved prior to final approval of <br /> the Major Subdivision Improvement Plans. Therefore the project is consistent with the General Plan <br /> Infrastructure Services Requirements and is consistent with the requirements in the Development <br /> Title regarding water supply. _ <br /> The General Plan (V1, p.IV-64-69) states that for RNL areas located within an Urban Community, a <br /> public water supply is required. The public water supply shall be provided by an existing public <br /> agency. Also, Development Title Section 9-1120.3[a] requires that subdivisions creating parcels less <br /> than 2 acres connect to a public water system. <br /> Storm Drainage: <br /> The applicant has proposed to prepare a study for a Master Drainage Plan employing the <br /> construction of a community retention pond. The applicant will construct the pond and then dedicate <br /> it to the CSA, which will operate and maintain the pond. The Master Drainage Plan must be <br /> approved by the Department of Public Works prior to approval of the Major Subdivision Improvement <br /> Plans. Therefore, the project is consistent with the General Plan Infrastructure Services <br /> Requirements and is consistent with the requirements in the Development Title regarding storm water <br /> drainage. <br /> The General Plan (V1, p.IV-70-71) states that for RNL areas located within an Urban Community, a <br /> public storm water drainage system is required. The public storm water drainage system shall be <br /> provided by an existing public agency. Development Title Section 9-1135.3[a] states that an agency <br /> retention basin may be an acceptable alternative where permitted by a Master Plan or Special <br /> Purpose Plan. <br /> Circulation: <br /> There currently exists two 50-foot-wide Irrevocable Offers of Dedication (IOD's) within the proposed <br /> project plan. One IOD is located across APN 208-080-28, and the second IOD is located across APN <br /> 208-080-30(see Attachment B). These parcels are not part of the proposed General Plan Amendment <br /> and Zone Reclassification. However, these IOD's provide a connection between the two major areas of <br /> the proposed project.
