GP-01-2 AND ZONE <br /> RECLASSIFICATION NO. ZR-01-7 OF LINNE ESTATES. <br /> The applicant has submitted the above referenced applications to change the General <br /> Plan designation and Zone classification of six parcels totaling 48.66 acres from Rural <br /> Residential (R/R; R-R) to Very Low Density Residential (R/VL; R-VL). If approved, the <br /> applicant would submit a Major Subdivision application to create approximately 80 <br /> residential lots. The surrounding properties to the north and west currently have a <br /> General Plan designation of R/R. The property to the east has a General Plan <br /> designation of C/N (Neighborhood Commercial). The properties across Linne Road, to <br /> the south, have a General Agriculture (A/G) General Plan designation. <br /> The project site is located within the unincorporated portion of the urban community of <br /> Tracy, on the north side of Linne Road, 400-feet west of Chrisman Road, south of Tracy. <br /> These items were scheduled to be heard by the Planning Commission on September 20, <br /> 2001. However, these items need to be rescheduled due to the fact that the <br /> Environmental Health Division has not received approval of the wastewater treatment <br /> system and its required expansion by the California Regional Water Quality Board. Also, <br /> the Initial Study for the project is subject to review by the State Clearinghouse. This <br /> State review must be posted for a minimum of 30-days. <br /> The Community Development Department has reviewed the proposed General Plan <br /> Amendment and Zone Reclassification and will be recommending that the Planning <br /> Commission forward the General Plan Amendment and Zone Reclassification to the <br /> Board of Supervisors with a recommendation of approval. The Community Development <br /> Department offers the following comments: <br /> In order to recommend that a General Plan Map Amendment be approved, the Basis for <br /> General Plan Amendment must be made in the affirmative. That is, it must be <br /> determined that the internal consistency of the General Plan is maintained in the <br /> adoption of the General Plan Amendment. This means that the proposed change must <br /> be consistent with all of the various General Plan goals, policies and objectives. <br />
