General Plan Locational Criteria The proposal to redesignate the project site to RNL appears to be consistent with they General Plan Locational Criteria. The General Plan contains specific criteria for the location of RNL areas (V.1, p.IV-18). The criteria states that RNL areas are... "Appropriate in urban communities for large lot development, or within communities around sensitive natural resources, or on the fringe of urban areas." The project area is located in the unincorporated area within the urban community of Tracy, and is located on the fringe of an urban area (less than one mile from the city limit of the City of Tracy). Therefore, the proposal does appear to be consistent with this General Plan policy. General Plan Infrastructure Services Requirements The proposal to redesignate the project site from R/R to R/VL appears to be consistent with the General Plan Infrastructure Services Policies relative to the provisions of public services. The General Plan contains specific infrastructure requirements for wastewater treatment, water supply, and stormwater drainage. Since the RNL General Plan designation has a greater density than the existing R/R designation, the infrastructure requirements must have the capacity to serve an area with a more dense population than that of an area having an R/R designation. Wastewater Treatment: The project site is located within the Urban Community of Tracy and is located within the boundary of County Service Area 44. The General Plan (V1, p.IV-62-64) states that for RNL areas located within an Urban Community, a public wastewater system is required. The public wastewater treatment system shall be provided by an existing public agency. Also, Development Title Section 9- 1105.3[a] requires that subdivisions creating parcels less than 2-acres connect to a public wastewater system. Development Title Section 9-1100.3[d] states that Zone Reclassification applications shall be accepted only if the developer provides a written statement to the County from the agency expected to provide any required service that the agency will serve the proposed development project or has, or will have, the capacity to provide such service at the time of development. CSA44 has provided the applicant with the required `will serve" letters stating that the CSA can and will provide the required services for wastewater treatment. Therefore the project is consistent with the General Plan Infrastructure Services Requirements and is consistent with the requirements in the Development Title regarding wastewater treatment. According the San Joaquin County Public Works Department, the County Service Area 44 wastewater treatment plant will need to be expanded to accommodate the proposed subdivision. According to the Department of Public Works, the expansion may take place at the time of approval of the Major Subdivision improvement plans or other wastewater treatment plant facilities shall be constructed as necessary. a Water Supply: The General Plan (V1, p.IV-64-69) states that for R/VL areas located within an Urban Community, a public water supply is required. The public water supply shall be provided by an existing public agency. Also, Development Title Section 9-1120.3[a] requires that subdivisions creating parcels less than 2-acres connect to a public water system.
