CSA44 has provided the applicant with the required "will serve" letters stating that the <br /> CSA can and will provide the required water supply. A Master Water Plan shall be <br /> prepared and approved Therefore the project is consistent with the General Plan <br /> Infrastructure Services Requirements and is consistent with the requirements in the <br /> Development Title regarding water supply. <br /> • Storm Drainage: The General Plan (V1, p.IV-70-71) states that for RNL areas <br /> located within an Urban Community, a public stormwater drainage system is <br /> required. The public stormwater drainage system shall be provided by an <br /> existing public agency. Development Title Section 9-1135.3[a] states that an <br /> agency retention basin may be an acceptable alternative where permitted by a <br /> Master Plan or Special Purpose Plan. <br /> The applicant has proposed to prepare a study for a Master Drainage Plan <br /> employing the construction of a community retention pond. The applicant will <br /> construct the pond and then dedicate it to the CSA, which will operate and maintain <br /> the pond. The Master Drainage Plan must be approved by the Public Works <br /> Department prior to approval of the Major Subdivision application. Therefore the <br /> project is consistent with the General Plan Infrastructure Services Requirements and <br /> is consistent with the requirements in the Development Title regarding stormwater <br /> drainage. <br /> Bases for Zone Reclassification <br /> In order to recommend that a Zone Reclassification be approved, the Community <br /> Development Department must determine that a request for a zone reclassification is <br /> "...consistent with the General Plan, any applicable Master Plan, and any applicable <br /> Specific Plan," and "...is reasonable and beneficial at the time." Because this project <br /> appears to be consistent with the General Plan Infrastructure Services Requirement and <br /> the Locational Criteria, and the applicant is ready to proceed with the Major Subdivision <br /> application, it appears that the finding for General Plan consistency can be made for the <br /> Zone Reclassification. <br /> Public Health Services <br /> According to the Environmental Health Division, the California Regional Water Quality <br /> Control Board will need to provide written approval for the wastewater treatment plant and <br /> its required expansion prior to approval of the General Plan amendment and the Zone <br /> Reclassification. Therefore, the Initial Study cannot be prepared until the Environmental <br /> Health Division has determined that the expansion of the wastewater treatment plant is <br /> feasible.
