Item No. 3 <br /> PC : 5-5-88 <br /> SU-88-10 <br /> Page 4 <br /> STAFF ANALYSIS <br /> POLICY CONSIDERATIONS : <br /> General Plan and Zoning: <br /> The property is zoned R1-U, which is a consistent implementing <br /> zone for the underlying Residential Low Density General Plan <br /> designation. The subdivision as proposed conforms to the mini- <br /> mum lot size and width requirements of the R1-U zone . <br /> Staff has considered the housing needs of the County in recom- <br /> mending approval of this subdivision and has concluded that the <br /> housing that may result from this approval can be balanced with <br /> the service requirements of existing residents in the area. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Traffic Circulation: <br /> The environmental assessment prepared for this project iden- <br /> tified a potential cumulative impact from this and other pro- <br /> posed projects in the Lathrop area. A large-scale project <br /> (approximately 400 dwelling units, commercial area, and park) <br /> called Valley Haven has been approved on the north side of <br /> Lathrop Road, northeast of the proposed Eagle Park Unit No. 5 <br /> subdivision. An Environmental Impact Report prepared for the <br /> Valley Haven project has indicated that cumulative traffic <br /> impacts are anticipated on Lathrop Road. <br /> Regardless of specific location, the cumulative impact of all <br /> proposed and approved development in Lathrop will begin to <br /> adversely impact roadways throughout the community of Lathrop. <br /> This project will be required to participate in the Area of <br /> Benefit being developed as a Condition of Approval of the <br /> Valley Haven project . <br /> Fencing: <br /> The subject site is adjacent to commercially zoned property on <br /> the north and west . To minimize any potential land use <br /> conflicts between residential uses and future commercial uses, <br /> staff is recommending that a solid masonry wall be provided <br /> along the northern and western boundaries of the proposed sub- <br /> division. <br /> The proposed drainage pond will also be fenced for safety pur- <br /> poses and to provide visual screening from adjacent properties. <br />
