Item No. 3 PC: 5-5-88 SU-88-10 Page 5 FACILITIES/SERVICES : Schools : The project is within the Manteca Unified School District , which is currently experiencing overcrowding. The project is subject to the payment of development fees, which will aid but not provide sufficient funding for new facilities. As these fees may represent a sizeable amount of money and are not collected until the issuance of building permits, this infor- mation should be included in the State Department of Real Estate ' s public report . The Manteca Unified School District has recently selected an additional 20-acre school site for a new elementary school to be located on the southeast corner of Louise Avenue and Airport Way. This new facility will tentatively be in use by September 1990 . Fire : A representative from the Manteca-Lathrop Rural Fire District has indicated that fire department contribution fees may go into effect in the near future. The amount of these fees is presently unknown, and they would be collected at the time of building permit issuance. HAZARDS/CONSTRAINTS : Flooding: The site is included in the revised flood hazard maps prepared by the Corps of Engineers . These maps indicate a proposed flood elevation of 17 . 0 feet in this area, while the subject site ranges from 13 . 0 feet to 15 . 0 feet in elevation. A con- dition of approval to address this issue has been developed. ENVIRONMENTAL CONSIDERATIONS : The primary environmental issues as identified in the Initial Study have already been discussed in the preceding text ; they include ( 1 ) traffic , ( 2) flooding and (3) overcrowded school facilities . Conditions of approval which will mitigate these environmental concerns have been developed. An Initial Study was prepared on March 30 , 1988 , and no signifi- cant environmental effects were identified. Based on the Initial Study, a Negative Declaration has been prepared for the Commission' s approval .
