In lieu of conveyance of park land to the County as prescribed in Section 9-9261 of the Planning Title, the developer shall contribute fees of equivalent value as defined in Section 9-9264 . Arrangements for the payment of said fees shall be approved by County Counsel prior to final map recordation. b. Pursuant to Section 66474 . 9 of the Subdivision Map Act, the subdivider shall defend, indemnify, and hold harmless the local agency or its agents, officers, and employees from any claim, action, or proceeding against the local agency or its agents, officers, or employees to attack, set aside, void, or annul an approval of the local agency, advisory board, appeal board, or legislative body con- cerning a subdivision, which action is brought within the time provided for in Section 66499. 37 of the Subdivision Map Act . c . A preliminary copy of the Department of Real Estate Subdivision Report shall be submitted to the Planning Director which will inform first-time buyers of undeveloped subdivision parcels that several different types of develop- ment fees may be required. The Report shall include the following statements: ( 1 ) The floor level of all residential structures shall be one foot above the 100-year flood elevation, as indi- cated by the best available information. ( 2 ) Development fees or school fees of an undetermined amount will be passed on to first-time purchasers . ( 3) A fire department contribution fee may be assessed at the time of building permit issuance. d. The storm drainage pond shall be fenced with a minimum six-foot-high chain link fence . Redwood slats shall be installed in the chain link fence to provide screening. e . A solid six-foot-high masonry wall shall be provided along the following areas :
