o. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control <br /> Devices and San Joaquin County standards and shall be shown on the improvement <br /> plans. (Development Title Section 9-1150.2) <br /> P. Access rights shall be dedicated and restricted for Lots 1, 35, 72, 85, 86, 88, and the <br /> retention pond along the frontage of Locke Road, except for openings for the sewer lift <br /> station, retention pond (18 feet minimum), and well site. (Development Title Section 9- <br /> 1150.5) <br /> q. An offer of dedication of ground water rights is required. <br /> r. A traffic study shall be prepared to determine the impacts and mitigation measures of <br /> Locke Road and Washoe Drive, Locke Road and Uplands Drive, Tretheway Road and <br /> State Route 12, and the Locke Road and State Routes 12 and 88 intersections. The <br /> developer shall deposit funds with the County for all costs, as estimated by the Public <br /> Facilities Division of Public Works, prior to Public Works preparing or contracting for the <br /> required study. Any mitigations required by the traffic study shall be provided by the <br /> applicant. <br /> S. Verification shall be obtained from the Solid Waste Division (468-3066) that this <br /> development has addressed the items on the attached Waste Plan Format for <br /> Development Projects. <br /> t. The tentative map shall be revised as follows: <br /> (1) The widening of Locke Road opposite the subdivision shall be 14 feet from the <br /> centerline (existing pavement may be allowed to remain). <br /> (2) Show access openings on Locke Road for the lift station, retention pond (18 feet <br /> minimum), and the well site. <br /> (3) Replace the standard roadway section with present standard. <br /> 4. PUBLIC HEALTH SERVICES: (Staff Contact: Ted Norgard, 468-3420) <br /> a. Destroy any abandoned wells under permit and inspection by the Environmental Health <br /> Division. (Development Title Section 9-1115.5(e)) <br /> b. Prior to the issuance of any building permits, sewer facilities shall either be bonded for or <br /> be in place, as evidence by a letter from the serving entity (Lockeford Community <br /> Services District). (Development Title Section 9-1100.3(d)) <br /> C. The applicant shall provide written confirmation from the water providers that <br /> improvements have been constructed or financial arrangements have been made for <br /> any improvments required by the agency and that the agency has or will have the <br /> capacity to serve the proposed development. Said written confirmation shall be <br /> submitted prior to the issuance of a building permit. (Development Title Section 9- <br /> 1120.2) <br /> d.
