8. LOCKEFORD COMMUNITY SERVICES DISTRICT: (Staff Contact: Gary DeJesus, 727-5035) <br /> a. The developer shall enter into a main line extension agreement for the construction of <br /> water and sewer improvements prior to approval of the final map. <br /> b. The developer shall provide a financial mechanism acceptable to the District for <br /> construction of the water and sewer improvements, as generally described in the Waste <br /> Water Master Plan, prior to approval of the final map. <br /> C. The "will serve" letter is valid for three years from the date of approval, provided the <br /> tentative map is approved by December 31, 1998. <br /> 9. STATE DEPARTMENT OF FISH AND GAME: (Staff Contact: Dan Gifford, 369-8851) <br /> a. Preconstruction surveys for nesting Swainson's hawks within 0.25 miles of the project <br /> site boundaries shall be conducted in April each year prior to construction. In the event <br /> that nesting Swainson's hawks are located, Fish and Game shall be consulted to <br /> determine if seasonal restrictions on construction are necessary. <br /> b. Mitigation for the loss of Swainson's hawk habitat shall be provided either by <br /> participating in the Countywide Multispecies Habitat Conservation Plan or by providing <br /> off-site replacement habitat per Fish and Game's Mitigation Guidelines (Fish and Game, <br /> 1994). <br /> 10. U. S. FISH AND WILDLIFE SERVICE: (Staff Contact: Peter Cross, 916-979-2728) <br /> a. Prior to project construction, a qualified biologist shall install protective fencing around <br /> the elderberry shrubs near the top of the bluff. <br /> b.
