The grading plan shall <br /> contain the information listed in the U.B.C., Appendix, Chapter 33, Section 3309, complete drainage <br /> details and elevations of adjacent parcels. Retaining wall details shall be submitted where applicable. <br /> Grading in excess of 5,000 cubic yards shall comply with Sections 3309.3 and 3309.4 for "Engineered <br /> Grading Requirements." (Grading that disturbs more than five acres will require a National Pollutant <br /> Discharge Elimination System permit.) <br /> 14. The subdivider shall agree to and shall pay user fees for the utility services from the time improvements are <br /> accepted by the County until the lots are placed on the County tax rolls,or up to an eighteen-month period, <br /> as the case may be. <br /> (Subdivision Map Act Section 66493) <br /> 15. All traffic signs and markings shall conform to the Manual on Uniform Traffic Control Devices and <br /> San Joaquin County Standards and shall be shown on the improvement plans. <br /> (Development Title Section 9-1150.2) <br /> 16. Access rights shall be dedicated and restricted for Lots 1, 35, 72, 85, 86, 88 and retention pond along the <br /> frontage of Locke Road, except for openings for the sewer lift station, retention pond(18 feet minimum), <br /> and well site. <br /> (Development Title Section 9-1150.5) <br /> 17. Offer of Dedication of ground water rights is required. <br /> 18. A traffic study shall be prepared to determine the impacts and mitigation measures of Locke Road and <br /> Washoe Drive, Locke Road and Uplands Drive, Tretheway Road and State Highway Route 12, <br /> Locke Road and State Highway Routes 12 and 88 intersections. <br /> The developer shall deposit funds with the County for all costs, as estimated by the Department of <br /> Public Works Public Facilities Division, prior to Department of Public Works preparing or contracting for <br /> the required study. Any mitigations required by the traffic study shall be provided by the applicant. <br /> 19. Verification shall be obtained from the Solid Waste Division ((209)468-3066)that this development has <br /> addressed the items on the attached Waste Plan Format for Development Projects. <br /> 20. The tentative map shall be revised as follows: <br /> A. Widening of Locke Road opposite subdivision shall be 14 feet from centerline(existing <br /> pavement may be allowed to remain). <br /> B. Show access openings on Locke Road for lift station, retention pond(18 feet minimum), and <br /> well site. <br /> C.
