Savin
ngineering (916366 -1466
IX;10 Shcl(kni It(xid, Islk (,rove, 001r ,vida 05(Q-1
Feb 5 , 1979 page 3
5 . STORM DRAINAGE : continued
b ) Street B will be constructed at or below elevation 30 .0
to provide a direct path for flows through the i.
project from east to west.
c ) 100 year flood elevation will probably be controlled
by the elevation of the freeway 99 low point at
station 178+50 , 1150 feet north of Arch Rd . This
elevation is 32 . 16 . Depth of flow across the freeway
is estimated to be 0. 3 feet - Flood elevation 32 . 5.
d ) Buildings on the eastern third of the site would not
flood with floor elevations above 32. 5. Buildings on
the center third of the site could flood to depths
of as much as 0 . 5 foot , with floor elevations above
32 . 0 . Buildings on the western thitd of the sita
would have floor elevations of about 31 . 0 and could
flood to a depth of 1 . 5 feet .
e ) Building, slabs will be constructed aaove elevation
33 . 0 where-er possible .
f) All deeds and lease agreements will contain a clause
stating the possibility of 100 year flooding and hold-
ing the County harmless for any damage .
g ) Buildings will be primarily concrete tilt-up construction
Flooding would not couse strucLural damage . Contents
of buildings will be protected by sealing building
openings with plywood and coulking when major flcods
are threatened . From 8 to 48 hours warning would be
available through weather rept rts .
h ) It is aesthetically and economically impractical to
attempt to construct all floors one foot above the
100 year flood wnich. is Stated to be one foot above
existing ground at the eastern boundary . This would
require floor elevations of 35 . 0 and require building
fills of up to 5 feet . This amount of fill cannot be
generated onsite and there does not appear to be any
practical borrow site nearby .
Elevation differences between streets , parking lots , , .-
and buildings becomes excessive and access to buildings
becomes difficult . Buildings would appear to be constr
ted on pedestals .
i ) It appears more practical to seal buildings against the
small depth of flooding anticipated , than to spend from
0 . 5 to 1 . 5 million dollars on fill to raise slabs
above a flood level which has never occurred and may
never occur .
