This amount of fill cannot be <br /> generated onsite and there does not appear to be any <br /> practical borrow site nearby . <br /> Elevation differences between streets , parking lots , , .- <br /> and buildings becomes excessive and access to buildings <br /> becomes difficult . Buildings would appear to be constr <br /> ted on pedestals . <br /> i ) It appears more practical to seal buildings against the <br /> small depth of flooding anticipated , than to spend from <br /> 0 . 5 to 1 . 5 million dollars on fill to raise slabs <br /> above a flood level which has never occurred and may <br /> never occur . <br />
