These water courses cannot be <br /> used for drainage or flood control because of inadequate channel capacity. <br /> Downstream improvements to increased channel capacity and eliminate flood- <br /> ing are the long term solution to flood and drainage problems in the area. <br /> - In its response to the General Plan Amendment Caltrans indicated that the <br /> Arch Road interchange was designed for light to moderate traffic. The <br /> geometric and structural features will be adequate for the initial stages <br /> of development but not for full development. They suggest redesign if <br /> the project is fully developed. <br /> - Minimum street width should be increased to 84 ' to comply with County <br /> standards. <br /> - The Circulation Plan should be revised to eliminate direct access to Arch <br /> Road. This will reduce land use conflicts and increase traffic safety. <br /> - If direct access to Arch Road is approved Lots 18-23 should be required to <br /> have common driveways paired with adjacent lots. <br /> DEVELOPMENT COMMITTEE ACTION <br /> The Development Committee ratified the conditional Negative Declaration <br /> and recommended approval subject to the following conditions : <br /> 1) All improvements shall be in conformance with the requirements of <br /> the County of San Joaquin. <br /> 2) Easements for utilities shall be required for all public utilities. <br /> The provisions of Article XIIA of Ordinance 892, as amended, shall <br /> apply. A 5 foot wide public utilities easement shall be provided <br /> all streets in the development. <br /> 3) Plans for all improvements shall be approved by San Joaquin County <br /> Department of Public Works prior to consideration of the Final Map. <br /> 4) DrainAge shall comply with standards and requirements of the Depart- <br /> ment of Public Works prior to consideration of the Final Map. <br /> Drainage within the subdivision shall be contained on one lot. <br /> 5) Water system or methods shall conform to the requirements of the <br /> Local Health District, the Department of Public Works and the San <br /> Joaquin County Ordinance 1862. A small public water system with two <br /> wells shall be shown on the map, to be maintained by a private water <br /> company. The existing well on Lot 17 shall be abandoned under San <br /> Joaquin Local Health District Ordinance 1862. <br /> 6) Sewage disposal system shall be connected to the City of Stockton. <br /> 7) The minimum net lot area shall be one-half acre. <br /> 8) A Preliminary Soil Report as prescribed in Section 5.165 of Ordinance <br /> 892, as amended, shall be required. <br />
