I. INTRODUCTION <br />Ms. Chelsea Chandler is proposing to subdivide a f 10.69 acre property into four rural residential <br />Parcels. Mr. Zack Wong, PE of Wong Engineers, Inc. is the consulting civil engineer on this project, <br />which consists of a General Plan Amendment and a Zone Reclassification. The Pre -Application <br />documents pertaining to this project are found in Appendix A, along with the current APN/District <br />Viewer Maps and the Tentative Maps. <br />The project site is in a rural, unsewered area of San Joaquin County, east of the City of Stockton. <br />Domestic water for the future development of the subject property will be individual private wells to <br />serve each Parcel. A public well is located directly north of proposed Parcel 2 that serves the <br />adjacent subdivision. The applicable 200 ft setback radius from this well is noted on the Tentative <br />Map found in Appendix D. <br />The San Joaquin County Environmental Health Department (EHD) requires Nitrate Loading and Soil <br />Suitability Studies for projects in unsewered and/or current nitrate impacted areas, or for projects <br />which may potentially impact the underlying groundwater with nitrate. This Study determined the <br />nitrate -nitrogen impact potential from each of the proposed four residential Parcels, based upon the <br />maximum number of bedrooms each single family residential (SFR) structure on each Parcel can <br />support. <br />This report complies with the San Joaquin County Development Title, Section 9-1105.2 for the <br />referenced Studies. Additionally, this proposed project must comply with the Environmental Health <br />Department Onsite Wastewater Treatment System Standards, specifically Section 10 - <br />"Requirements for Waste Disposal for New Land Developments." <br />In summary, the following information was obtained from these studies: Results of the soil percolation <br />testing reveal that the surface soils (indicative of typical leachline depth) and medium soil depths <br />(indicative of sump structures) have limited permeability. It appears the deeper subsurface soils <br />(indicative of seepage pits) will manage the majority of future effluent flow volumes for all four <br />proposed Parcels after long-term acceptance rates (LTAR) are achieved. <br />Within the text of this Report, bolded Section (§) numbers are referenced at the beginning of an <br />applicable sentence, paragraph or Appendix that correspond with the EHD Requirements Checklist. <br />Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study. Section <br />Numbers referenced as NLS§, are sections applicable for the Nitrate Loading Study. <br />II. SOIL SUITABILITY STUDY FINDINGS <br />A. SUBJECT PROPERTY AND SURROUNDING STUDY AREA INFORMATION <br />SSS§ 3.1, 3.2, 3.4, 3.5, 3.6. There are a minimum of 16 permits for onsite wastewater treatment <br />system (OWTS) repairs on Cherryland Avenue exclusively, found in Appendix F. This is a large <br />number of permits and indicates that systems in this locale have a limited lifespan.
